About this file

This is a Specifications document for Fulton County Schools (FCS) in Georgia soliciting bids for refuse and recycling collection services across approximately 109 locations, including schools and administrative offices. FCS seeks a contractor to provide comprehensive waste management services including pickup, hauling, and disposal of solid waste and recycling materials, primarily consisting of school lunch trays, paper, and low-density materials. The scope encompasses refuse collection at five pickups per week (Tuesday through Saturday) at schools, with varying schedules for administrative offices ranging from three to five days weekly, and on-call service for warehouse locations. The contractor must also provide and maintain self-contained compactors (minimum 12 units required) with specifications including 10-ton capacity, 26-foot maximum length, and 12-foot maximum width, equipped with safety interlocks and emergency stops. Additionally, the contractor shall supply front-end load containers in specified sizes and frequencies, open-top roll-off containers on demand, 55-gallon recycling bins at each facility, and scrap metal roll-offs at three designated maintenance locations. The contract includes optional electronic monitoring devices for automated "dump when full" service. Service schedules adjust during summer breaks to one weekly pickup and eliminate service on specified federal holidays.

Pricing shall be structured with separate line items for monthly rental fees for compactors, pickup fees for hauling, and per-ton disposal fees for solid waste. Cardboard compactors include a per-ton rebate rate payable to FCS via direct deposit. Front-end load containers are priced per cubic yard capacity and service frequency, with disposal fees inclusive of all maintenance and repair costs. Open-top roll-off containers are priced per haul with separate rental, pickup, and disposal fees. The contractor retains ownership of all equipment and is responsible for all repairs, maintenance, and replacements at no additional cost except for optional services such as additional key sets and electronic monitoring fees. The contractor must provide transition scheduling, staff training within two business days of installation, monthly recycling reports with school recognition, and quarterly equipment inspections. Service continuity requirements are stringent, with four-hour response times for equipment malfunctions and mandatory replacement equipment availability; missed pickups must be recovered within 24 hours at no additional charge. The contractor must obtain all required federal, state, and local licenses and permits and comply with Georgia Department of Public Health food service regulations.
