About this file
This is an Asbestos Inspection Report prepared by Austin Environmental, Inc. for the City of Temple, Texas, focusing on a burned residential structure located at 309 E. Ave. F in Temple. The report documents an asbestos survey conducted on August 12, 2025, by a licensed Texas Department of State Health Services (DSHS) Individual Asbestos Consultant. The primary purpose of the inspection was to determine the presence and location of suspect friable and non-friable asbestos-containing building materials (ACBM) prior to structural demolition, in compliance with the federal National Emission Standard for Hazardous Air Pollutants (NESHAP) 40 Code of Federal Regulations (CFR) Part 61, subpart M.
The inspection involved sampling and analyzing sixteen (16) suspect asbestos-containing building materials using Polarized Light Microscopy with Dispersion Staining (PLM/DS), EPA Method 600/R-93/116. The laboratory analysis by Apex Precision Analytical Services, Inc. revealed that none of the sampled materials contained asbestos. The inspected materials included drywall, tar paper, caulking, flooring, roofing shingles, insulation, and various other building components from different areas of the structure such as the kitchen, bedroom, bathroom, and exterior. The report emphasizes that while a good-faith effort was made to locate asbestos-containing materials, some areas may have been inaccessible, and a ten-working-day notification to the Texas Department of State Health Services is required prior to structural demolition.
