About this file

This document is an Asbestos Abatement Project Design prepared by Austin Environmental, Inc. for the City of Temple, Texas, specifically for the Former Cedar Creek Lodge located at 602 S. MLK Jr. Drive. The project involves the removal and disposal of approximately 1,576 square feet of asbestos-containing building materials, primarily drywall texture, joint compound, and paneling, prior to building demolition. The project is expected to last approximately 4 days, with work restricted to Monday through Friday, 7:00 a.m. to 5:30 p.m. CST, and a maximum of 9 work hours per 24-hour period. The projected start and completion dates are to be determined, with the contractor required to comply with Texas Asbestos Health Protection Act, National Emission Standards for Hazardous Air Pollutants (NESHAP), and Occupational Safety and Health Administration (OSHA) regulations.

The project requires a comprehensive approach to asbestos abatement, including establishing regulated work areas, creating critical barriers, implementing a three-stage wet decontamination unit, and maintaining negative air pressure during removal. The contractor must provide all necessary equipment, including a diesel power generator, water tank, and toilet facilities, and is responsible for proper waste disposal at a Texas Commission on Environmental Quality (TCEQ) approved landfill. The owner will provide and pay for inspection and air monitoring services, with costs for additional services or non-compliance to be charged back to the contractor at the owner's cost plus 20%. The final clearance will be based on air samples not exceeding 0.01 fibers per cubic centimeter, with aggressive sampling methods to be utilized.
