About this file
This document is a customer trends analysis file related to Mount Joy Township's Trash & Recycling Contract rebid in Lancaster County, Pennsylvania. The file appears to provide market analysis or customer behavior data that informed the township's decision to rebid the trash and recycling services contract. The rebid solicitation seeks sealed bids for a three-year contract with optional renewal periods of up to two additional one-year terms. A mandatory pre-bid meeting was originally scheduled for July 6, 2026, at 10:00 AM at the Township Municipal Building (8853 Elizabethtown Road, Elizabethtown, PA 17022), with questions required by noon on July 2, 2026. The rebid bid opening is scheduled for 10:00 AM local time on August 10, 2026, via the PennBid Program. All bidding documents are available at no cost through https://pennbid.bonfirehub.com/.
Bidders must submit bid security in the amount of $50,000.00 as a bid bond, accompanied by a signed bid form, qualification questionnaire, and non-collusion affidavit. The successful bidder will be selected based on being the lowest, responsive, responsible bidder, with consideration given to the first-year annual unit fee. The winning contractor must furnish a performance bond or letter of credit equal to 100% of the contract price and provide a certificate of liability insurance. Bids remain open for 60 days from the opening date and may not be withdrawn during this period. Mount Joy Township reserves the right to reject any or all bids and to waive defects, errors, omissions, irregularities, or informalities in submissions received.

Mount Joy Township Trash & Recycling Program
Customer Account Trends (2022 – 2031)
Mount Joy Township’s residential trash & recycling program has seen modest growth over the past few years as shown in the table and chart below. However, there are multiple residential developments in the approval pipeline anticipated to have significant impact on the total number of dwelling units in the Township. We expect the construction of these new residential units (not including exempt multifamily apartment buildings) to begin in 2024 and for resultant population increases to take effect in 2025. Gauging the timing for these new households to come online is difficult given the capacity of individual builders and market demand. Therefore, the numbers for years 2026-2031 are best-guess estimates.
