About this file

This is a Statement of Work (SOW) for Argonne National Laboratory's procurement of Renewable Energy Certificates (RECs) to meet federal renewable electricity requirements under the Energy Policy Act of 2005 and the Energy Act of 2020.

Argonne intends to purchase approximately 7,000 megawatt-hours (MWh) of unbundled RECs to offset electricity consumption for FY 2026 (October 1, 2025 – September 30, 2026). RECs must be sourced from U.S. facilities utilizing eligible renewable technologies including solar, wind, biomass, landfill gas, ocean/tidal/wave/thermal, geothermal, municipal solid waste, or qualifying hydroelectric generation. Facilities must have been placed in service on or after October 1, 2010, and RECs must be generated between April 1, 2025 and January 1, 2027 to comply with Department of Energy reporting rules. All RECs must be third-party certified (Green-e Energy Certified or DOE-recognized equivalent), previously unused, and delivered and retired electronically in an eligible tracking registry no later than November 27, 2026. Contractors may offer partial volumes, and Argonne reserves the right to award multiple contracts based on price, availability, and past performance. Required delivery documentation includes a REC Certificate of Transfer, attestation documentation with specified data points (generation technology, facility name and ZIP code, placed-in-service date, and vintage period), and a Tracking System Retirement Report confirming permanent retirement with "Argonne National Laboratory - FY 2026" referenced in retirement notes.

Argonne National Laboratory Renewable Energy Certificates (RECs) Statement of Work October 1, 2026

1.0 Background

Argonne National Laboratory intends to purchase Renewable Energy Certificates (RECs) in support of meeting Federal Government requirements pursuant to the renewable electricity requirement in Section 203 of the Energy Policy Act (EPAct) of 2005 (42 U.S.C. § 15852) as amended by The Energy Act of 2020 § 3002(o) and § 3006(b)(2). REC purchases are calculated based on purchased electricity and are set at approximately 7.5% of total consumption.

2.0 REC Requirements and Eligibility

Argonne intends to purchase 7,000 megawatt-hours (MWh) of RECs to offset electricity consumption for FY 2026 (October 1, 2025 – September 30, 2026).

To be eligible, RECs must meet the following criteria:

· Unbundled: RECs must be sold separately from physical electricity.

· Eligible Technologies: Sourced from United States facilities meeting the statutory definition of renewable energy under 42 U.S.C. § 15852 (solar, wind, biomass, landfill gas, ocean/tidal/wave/thermal, geothermal, municipal solid waste, or qualifying new/increased hydroelectric generation).

· Placed-in-Service Date: Generated by facilities placed in service on or after October 1, 2010 (within 15 years prior to the start of the reporting fiscal year).

· Vintage / Generation Window: Produced between April 1, 2025 and January 1, 2027, consistent with Department of Energy (DOE) reporting rules (six months prior through three months after the fiscal year).

· Certification & Non-Double Counting: Third-party certified (Green-e® Energy Certified or DOE-recognized equivalent) to verify generation and prevent double counting.

· Ownership / Prior Use: Must not have been previously sold, marketed, claimed, or retired.

· Delivery Deadline: Delivered and retired electronically in an eligible tracking registry no later than November 27, 2026.

Note: Contractors may offer a portion of the total volume; Argonne reserves the right to award multiple contracts to satisfy the total 7,000 MWh requirement based on price, availability, and past performance.

3.0 Delivery

The Contractor must provide electronic verification of delivery and retirement including:

1. REC Certificate of Transfer provided at the time of delivery.

2. Attestation Documentation containing the following required data points:

· Generation technology/fuel type

· Generator facility name and ZIP code

· Facility placed-in-service date

· Specific generation date / vintage period

· REC Provider Attestation, Renewable Generator Attestation, and Green-e® Energy Attestation for generators participating in a tracking system.

3. Tracking System Retirement Report: Proof of permanent retirement in an approved tracking registry referencing "Argonne National Laboratory – FY 2026" in the retirement/beneficiary notes.
