About this file
This memorandum requests sole source justification for a sound mitigation material purchase from Troy Acoustics Corporation. The Troy system is the only material tested and approved for use on Air Force ranges, and it has been proven to meet noise exposure limits, handle ricochets safely indoors and outdoors, and provide a fire-resistant barrier. Market research found the Air Force Combat Arms Program Manager also stated Troy is the only approved system for Air Force firing ranges. The price is deemed fair and reasonable as it is comparable to Army sound baffles in price and scope.
The related federal contract opportunity is a special notice from the Department of Homeland Security Coast Guard seeking offers for shooting range insulation boards.
