About this file
This statement of work outlines requirements for a federal contract to replace siding materials at a small arms firing range. The United States Coast Guard seeks to procure Troy boards and wool insulation to fully contain direct fire and ricochets while reducing noise levels at the firing line to below 85dB. A total of 283 boards and 11 packages of insulation must meet specifications in Engineering Technical Letter 11-18. Deliveries must be made to Buzzards Bay, Massachusetts between August 2023 and July 2024. The contractor will have five days to address any deficiencies identified during government review of delivered products.

STATEMENT OF WORK (SOW)
FOR
FCACC Range Siding Replacement
1.0 GENERAL
1.1 BACKGROUND
Operating a Small Arms Firing Range (SAFR) involves inherent risks due to the nature of the training. Although personnel make every effort to address safety concerns during training sessions, it is imperative to ensure that all materials around the firing line effectively contain direct fire and/or ricochets while minimizing noise exposure, as outlined in CGTTP 3-30.3 Range Training Handbook. Adhering to the guidelines in the Civil Engineering Manual COMDTINST M11000.11, the United States Coast Guard (USCG) is mandated to follow the recommendations provided in the USAF Technical Letter 11-18 for firing ranges. It has been confirmed by the United States Air Force (USAF) Combat Arms Program Manager that the Troy system is the sole system tested and approved for use in USAF firing ranges, and by extension, in the USCG.
1.1 SCOPE
The purpose of this Statement of Work is to outline the requirements for the purchase of side walls for our shooting range facility. The acquisition of these side walls is crucial for enhancing safety, improving noise control, and creating a controlled environment for our shooting activities.
1.2 OBJECTIVE
To replace materials damaged by stray rounds during training exercises, it is necessary to procure supplies that meet the technical specifications outlined in USAF Technical Letter 11-18.
1.3 APPLICABLE DOCUMENTS
CGTTP 3-30.3 Range Training Handbook
COMDTINST M11000.11
USAF Technical Letter 11-18 FCACC SAFR Technical drawings
1.3.1 Compliance Documents
The following documents provide specifications, standards, or guidelines that must be complied with to meet the requirements of this contract:

2.2 SALIENT PHYSICAL, FUNCTIONAL, OR PERFORMANCE CHARACTERISTICS
Requirements of boards and insulation per the Engineering Technical Letter (ETL) 11-18: Small
Arms Range Design and Construction dated 19 APR 2011. USCG Range a fully contained with personnel shooting at a distance of 1m from the side walls and it must be able to fully contain direct fire and/or ricochets.
Boards must be able to be:
• Vacuumed and/or rinsed with water to remove lead hazards.
• Reduce noise levels and dampen reverberation.
Ambient noise levels at the firing line shall not exceed 85 dBA. Short-duration noise such as gunfire will exceed the 85 dBA level and may be as high as 160 dBA. Reflective surfaces in a range will reverberate noise during firing, extending the decay rate of the noise. Long decay rates (>1 second) will require the engineer to treat the noise not only as impulse (peak pressure considerations) but also as continuous noise. Therefore, sound-absorbing materials should be used to reduce the reverberation rate to below 1.5 seconds.”
• Must be unpainted.
Paint significantly degrades the sound-absorbing qualities of the materials. They must remain unpainted to preserve their inherent sound-absorbing properties.
3.0 SECURITY
Contractor access to classified information is not currently required under this SOW.
4.2 PERIOD OF PERFORMANCE
The period of performance for this contract must not exceed 365 calendar days from the date of award.
4.3 PLACE OF PERFORMANCE
The primary place of performance will be the manufacturers facilities with a final delivery to the United States Coast Guard at 3439 Beaman Rd. Buzzards Bay, MA 02542.
4.4 HOURS OF OPERATION
All receiving of materials must be conducted between the hours of 0800 and 1400 EST, Monday through Thursday (except Federal holidays).
5.0 GOVERNMENT FURNISHED RESOURCES
The Government will not furnish any resources to the contracted manufacturer in support of this contract.
6.0 GOVERNMENT ACCEPTANCE PERIOD
The COR will review deliverables prior to acceptance and provide the contractor with an e-mail that provides documented reasons for non-acceptance. If the deliverable is acceptable, the COR will send an e-mail to the Contractor notifying it that the deliverable has been accepted.
6.1 The individual identified by the USCG will have the right to reject or require correction of any deficiencies found in the deliverables that are contrary to the information contained in the Contractor’s accepted proposal. In the event of a rejected deliverable, the Contractor will be

notified in writing by the individual identified by the USCG of the specific reasons for rejection.
The Contractor may have an opportunity to correct the rejected deliverable and return it per delivery instructions.
6.2 The individual identified by the USCG will have 05 business days to review deliverables and make comments. The Contractor must have 05 business days to make corrections and redeliver.
6.3 The Contractor must be responsible for timely delivery to Government personnel in the agreed upon review chain, at each stage of the review. The Contractor must work with personnel reviewing the deliverables to assure that the established schedule is maintained.
