About this file

This is an ANL-70A (Short Version) Representations and Certifications form for Argonne National Laboratory, a pre-award document supplementing the federal government's System for Award Management (SAM) online certifications. The document serves as a template for offerors to complete representations and certifications required for contract opportunities with Argonne National Laboratory, which operates under a prime contract with the U.S. Department of Energy.

The form is organized into five parts based on contract value thresholds. Part 1 applies to all offers and requires general company information (legal name, UEI, NAICS code, business organization type, and primary contacts), tax documentation submission, compliance with security prohibitions (FAR 52.240-2), acceptance of Laboratory terms and conditions, certification regarding suspect/counterfeit parts, personal conflict of interest disclosures for Laboratory and University of Chicago employees and near relatives, limited rights data markings, and patent term certifications under Public Law 96-517. Part 2 applies to offers of $15,000 or more and includes DEI discrimination certification (FAR 52.222-90) and Buy American supplies certification (FAR 52.225-1) requiring identification of any foreign end products exceeding 35 percent foreign content. Part 3, applicable to offers of $200,000 or more, requires certification regarding payments to influence federal transactions (FAR 52.203-11). Part 4 applies to fixed-price offers of $350,000 or more and mandates an independent price determination certificate. Part 5 covers offers exceeding $35,000,000 and addresses Cost Accounting Standards (CAS) compliance with options for concurrent submission, previously submitted disclosure statements, monetary exemptions, interim exemptions, or modified contract coverage eligibility. The form requires execution by an authorized organizational official under penalty of perjury and acknowledges a continuing duty to update the Laboratory of any representation and certification changes.
