About this file
This is Addendum #2 issued by the Virginia Department of Corrections for the Water Tank Recoating and Repairs project at Fluvanna Correctional Center (Project Code: 799-10887-1240), dated February 6, 2025. The addendum addresses questions related to fire protection services and valve work phasing for the water tank project, specifically regarding the post indicator valve (PIV) fire alarm system and water system interruptions. The contractor must work with Johnson Controls Fire Protection (contact: Derek Franklin) for all fire alarm system work, including disconnecting and reconnecting PIV wiring, and monitoring setup during valve replacements.
The addendum specifies that water system interruptions must be limited to maximum 12-hour periods at three separate locations: the Pump House (for 12" PRV installation), Water Tank (for three 12" gate valves), and Treatment Plant (for three 12" gate valves under Additive Bid No. 1). These installations must be completed sequentially rather than simultaneously, with each phase being fully operational before proceeding to the next. The contractor must assume the fire alarm system is operational at project start and is responsible for replacing any damaged conduit and wiring during valve replacements.

1- Typed Addendum Pages
Questions:
Question 1: Does the Fluvanna Correctional Center have a fire protection service company who should be contacted for work on the post indicator valve (PIV) fire alarm system?
Response: The Contractor shall contract with the Center’s fire protection service company who is
Johnson Controls Fire Protection located at 8555 Magellan Pkwy #1000, Richmond, Virgnia, and the contact person is Derek Franklin, phone number 804-539-7902, email address derek.edward.franklin@jci.com. The Contractor shall assume for bidding purposes that the fire alarm system is operational and in good condition including underground conduits and wiring at the beginning of the work. The fire protection service company shall disconnect the wiring from all the PIV’s at the start of the PIV replacement work and shall set up the fire alarm panel to exclude monitoring of the
PIV’s while the PIV work is performed. The Center will add locks to the PIV’s as necessary when the unmonitored valves are in use. After all the new PIV’s are installed, the fire protection service company shall reconnect the wiring to the new PIV’s and shall reset the fire alarm panel to monitor the new
PIV’s. The Contractor shall replace conduit and wiring if damaged while replacing the valves. The
Contractor shall notify the Engineer if the underground conduit and wiring are found to be in poor condition.
Question 2: How should valve work be phased and How long can the water system be interrupted to install new valves?
Response: A maximum of one 12-hour day interruption will be allowed at each of the three locations:
1) Pump House to install the 12” PRV; 2) Water Tank to install the three 12” gate valves;
and 3) Treatment Plant for Additive Bid No. 1 to install the three 12” gate valves. The work must be phased in sequence 1, 2, and 3, not simultaneously; and each sequence shall be placed into service before beginning work on the next in sequence.
