DEPARTMENT OF LABOR
Employment & Training Administration
Funding Opportunity Announcement
FOA-ETA-20-07
Amendment One
Strengthening Community Colleges Training Grants
AGENCY: Employment and Training Administration, Department of Labor
ACTION: Amendment to FOA-ETA-20-07
SUMMARY: The Employment and Training Administration announced on July 8, 2020 the availability of approximately $40 million in grant funds for the Strengthening Community Colleges Training Grants Funding Opportunity Announcement (FOA), authorized by Section 169(c) of the Workforce Innovation and Opportunity Act (WIOA). This amendment to the FOA modifies language regarding hardcopy application submission, and modifies language from Section III.A.3.a) pertaining to the required Institution of Higher Education (IHE) Consortium, which applies to consortium applicants only.
The document is hereby amended as follows:
The following language has been deleted:
ADDRESSES: Address mailed applications to:
The U.S. Department of Labor Employment and Training Administration, Office of Grants Management Attention: Melissa Abdullah, Grant Officer Reference FOA-ETA-20-07 200 Constitution Avenue, NW, Room N4716 Washington, D.C. 20210
SECTION III.A.3.a) Required Institution of Higher Education (IHE) Consortium
Amended Text (new language in bold):
a) Required Institution of Higher Education (IHE) Consortium
The Department is requiring consortia applicants to apply for this funding as a consortium of colleges that will undertake systems change within one state; or if community colleges are district-based, across one or more community college districts within a state. For the purposes of this FOA, a district (or equivalent entity) that includes only one or two community colleges does not, by itself, qualify as a consortium. However, districts that are geographically contiguous may form a consortium that includes a minimum of three community colleges. When a consortium is district-based, all of the community colleges in the district(s) must be included. The Department encourages (but does not require) applicants to include all or a majority of community colleges in a state, if feasible based on the project design.
SECTION IV.C. SUBMISSION DATE, TIME, PROCESS, AND ADDRESS
Section IV.C. is deleted and replaced with the following:
We must receive your application by October 8, 2020. You must submit your application electronically on https://www.grants.gov no later than 4:00:00 p.m. Eastern Time on the closing date
Applicants are encouraged to submit their application before the closing date to minimize the risk of late receipt. We will not review applications received after 4:00:00 p.m. Eastern Time on the closing date. We will not accept applications sent by hardcopy, e-mail, telegram, or facsimile (FAX).
Section IV.C.1. is deleted and replaced with the following:
1. Hardcopy Submission No applications submitted in hardcopy by mail or hand delivery (including overnight delivery) will be accepted for this funding opportunity.
