About this file
The Utah Public Procurement Place has issued a Request for Information (RFI) for Heavy Equipment Rental contracts, involving the State of Utah Division of Purchasing. The RFI, numbered MG20034-1, is open from 8/21/2019 12:00 AM MDT to 9/3/2019 2:00 PM MDT, with the purpose of gathering industry input before potentially issuing a formal solicitation. The state seeks to transition from its current Approved Vendor List model to a Multiple Award portfolio, aiming to improve competition and value for heavy equipment rentals across various categories including construction machinery, agricultural equipment, material handling equipment, and transportation services.
The RFI focuses on restructuring the current statewide contract approach, which currently requires users to obtain quotes from every vendor for each rental and covers equipment rentals throughout the entire state. The state is exploring a new model that would allow users to more easily identify the most competitive contract, potentially using a percentage discount per equipment category. Vendors are asked to provide insights on equipment categories, most commonly rented sizes, and potential considerations for the new contract structure. Importantly, this is strictly an information-gathering exercise, and respondents are explicitly instructed not to submit any pricing information.

BACKGROUND
The State of Utah is looking to change the Heavy Equipment Rental Statewide Contract portfolio into a Multiple Award portfolio. The State currently has Heavy Equipment Rental contracts set-up in an Approved Vendor List which requires users to get quotes from every vendor for each rental. The contract is also setup to provide rentals throughout the whole State to be on the contract, which provides a lack of competition from smaller, region specific vendors. The State would like to create a portfolio that allows users to identify which contract provides the best value themselves. The State is trying to identify the most efficient way to put the portfolio out for solicitation for industry standards.
The State is looking to award a contract based on categories of equipment being rented.
This is strictly for information gathering. Do not submit any cost information in your responses.

Questions Required Questions
1.1 What are your most broad, but still specific categories for heavy equipment (i.e. loader, excavator, mini-excavator, etc.)?
1.2 What is the most commonly rented size/unit in the categories you listed in the previous question?
1.3 We are anticipating trying to set this up as a percentage discount per category.
Does this make sense for the industry? (DO NOT SUBMIT YOUR PRICING. This is purely for the methodology)
1.4 What other considerations may we have missed for heavy equipment rental contracts?
