About this file

This document is a combined synopsis/solicitation issued by the International Development Finance Corporation seeking quotes for a performance assessment of the effectiveness of its loan portfolio guaranties in increasing access to finance for agriculture enterprises in sub-Saharan Africa. Vendors are to submit quotes in two phases, with an advisory downselect between phases to reduce costs. Phase I requires an experience paper and past performance references by February 21, 2024. Phase II involves an oral presentation by March 15, 2024 on capabilities and approach, as well as pricing information. The final award will be a best value determination based on experience, capabilities and approach, past performance, and price. The period of performance is April 1, 2024 through March 31, 2025. The solicitation is a total small business set-aside.

Answer
1
Has this performance assessment been done before? If so, is the previous contract available?

No, this specific assessment for these loan portfolio guaranties has not been performed before.

2
Should we provide the response #2 Phase 1 (A) & (B) in addition to our previous submission [in response to the draft SOW, RFI, and sources sought special notice, notice ID REQ-24-0048], which was very comprehensive or respond on to #2, Phase 1 (A) & (B)?

This procurement is separate from the draft SOW, RFI, and sources sought special notice previously issued. Responses to that earlier notice will not be evaluated as part of this acquisition. Vendors interested in this acquisition must submit Phase I quotes by the respective due date to be considered for this award.
