Single Source Acquisition Notification (76F40126SSAN133956)

This is a Single Source Acquisition Notification from the U.S. Food and Drug Administration's Office of Acquisition and Grants Services for the National Center for Toxicological Research, Division of Systems Biology. The FDA intends to award a Purchase Order on a single source basis to Thermo Electron North America LLC (1400 Northpoint Parkway Suite 10, West Palm Beach, FL 33407) for the supply and installation of replacement components for a Thermo Exploris Mass Spectrometer. The required items include a Printed Circuit Board Assembly (PCBA), Data Acquisition (DAQ) Board, Noise Figure (NF) Board, and an Instrument Control Board. The NAICS Code is 811210 (Electronic and Precision Equipment Repair and Maintenance) with a Small Business Size standard of $34.0 million.

The single source determination is based on Thermo being the manufacturer of the Orbitrap Exploris 240 System and the only authorized component and service provider; using non-Thermo parts or services would violate the existing service and preventive maintenance contract and void warranty coverage. Interested firms may submit capability statements referencing Solicitation 76F40126Q133956 by May 18, 2026 at 1:00 PM Central Time to howard.nesmith@fda.hhs.gov. Minimum technical requirements specify that all control boards must be newly manufactured (not used or refurbished), seamlessly integrate with the Orbitrap 240 instrument using no third-party parts or software, include a one-year warranty post-acceptance, and be installed as soon as possible by formally trained and certified OEM technicians. The contractor must provide detailed field service reports and tickets documenting equipment specifications, work performed, test instruments used, technician information, and hours expended for each service call or preventive maintenance visit.
