29 Jan 2025 Logistics Readiness Squadron Capabilities (LRS-C) – Various Commands Enterprise Solution This is a Request for Information (RFI)
OVERVIEW: The Air Force Installation Contracting Command (AFICC) 763d Enterprise Sourcing Squadron (ESS) is seeking information from industry capable of providing Logistics Readiness Squadron Capabilities (LRS-C) services as a prime contractor for LRS organizations as an enterprise services contract. LRS services are currently provided to a diverse range of customers, with a footprint that spans 27 locations across 10 major commands, and encompasses over 34 separate contracts, including those listed on “Attachment 2 – Service Capabilities and Locations” of this RFI. This Enterprise contract may be scoped to include any and up to all Air Force bases, to include surge support. This RFI is issued for informational and planning purposes only.
The Government is considering a strategic sourcing/enterprise contract vehicle to support LRS capabilities that could potentially support all Air Force (AF) bases (surge support). Specifically, the Government is pursuing an award of a Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) with task orders. The period of performance (POP) will have a 5-year ordering period and up to an additional year for performance after the last order is placed for a total possible period of performance of 6 years. The anticipated POP on individual task orders would range from three to five years, with task order performance occurring at one or more bases/units.
DISCLAIMER: This is not a Request for Proposal. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made because of this RFI. Any information provided by businesses to the Government is strictly voluntary. The AF will NOT be responsible for any costs incurred by interested parties in responding to this RFI. Contact with anyone other than AFICC 763d ESS Government personnel by potential respondents or their employees regarding this project is prohibited.
PURPOSE: This is an announcement seeking market information from vendors capable of providing the services described herein. The description is a summary of the required services and is not intended to be all-inclusive. AFICC 763d ESS is currently conducting market research to locate qualified and interested potential businesses/sources with requisite experience in Logistic Readiness Squadron Capabilities that express interest in performing these requirements.
The information requested by this RFI will be used within the AF to facilitate decision making and will not be disclosed outside the agency.
SMALL BUSINESS: For purposes of this RFI, the North American Industry Classification System (NAICS) code, and the small business size standard are as follows: The NAICS codes and size standards are:

DESCRIPTION OF SERVICES:
A. Applicable to All Services: Services shall be performed in accordance with (IAW) the objectives and responsibilities outlined in Public Law and DoD/AF series directives.
B. Applicable to LRS Capabilities: Provide Logistics Readiness Squadron support at the location specified in each task order and provide personnel, training, vehicles, equipment, tools, and supplies unless specified in the Performance Work Statement (PWS) as Government furnished or provided.
C. The services include the following:
1. Materiel Management: The Contractor shall provide services covering a broad range of asset management functions within the following areas: Aircraft Parts Store, Central Storage, Hazardous Material (HAZMAT), Individual Equipment, Individual Protective Equipment, mobility items to include bags, clothing, equipment, weapons and other materials, Defense Logistics Agency Disposal Services (DLA-DS) and customer support. These services shall be provided in a responsive and timely manner.
2. Traffic Management: The Contractor shall provide a full range of traffic management services for base organizations, to include day-to-day cargo movement, passenger movements, personal property, and exercise and contingency operations, as applicable.
3. Vehicle Management: (includes vehicle maintenance as applicable): The Contractor shall provide effective vehicle management, receipt, assignment, accountability, operation, transfer, inspection, and maintenance services for the base vehicle fleet, tenant organization vehicles, selected registered and non-registered equipment, and transient vehicles. Vehicles assigned are a combination of inhouse Government-owned vehicles and limited General Services Administration (GSA)-leased vehicles.
GSA vehicle servicing and maintenance shall be IAW GSA Policy defined in the GSA packet maintained in each GSA-leased vehicle. Services include providing minor, major, unscheduled, scheduled, and preventive maintenance services for the Government non-leased vehicle fleet, using in-house, contract and warranty services;
performing on-base and local area mobile maintenance services; maintaining maintenance records; providing analysis and reports using On-line Vehicle Interactive
Management System (OLVIMS)-Dispatch, the Defense Property Accountability System (DPAS) and Defense Logistics Agency (DLA) Enterprise External Business Portal (EEBT) link, and providing materiel support through Government and commercial vendors and agencies.
4. Fuels Management (Bulk Ground Fuel Capabilities only): The Contractor shall establish, implement, and maintain a Fuels Management program IAW DAFI 23- 201, Fuels Management, 23 Aug 2023; Fuels Management Team (FMT) requirements and Technical Order (TO) 00-25-172, Ground Servicing of Aircraft and Static Grounding/Bonding, 12 July 2023. The services provided shall ensure fuel availability and distribution necessary to meet mission requirements, such as refueling all remote radar sites, range cleanup, aircraft, ground, and flight line support equipment, etc.
5. Ground Transportation: The Contractor shall provide a full range of ground transportation services for base organizations, to include the single installation authority responsible for planning, managing and executing movement of personnel and shipment and receipt for DoD cargo during day-to-day and contingency operations. Additionally, contractor shall provide Government motor vehicle licensing administration, ensure wash facility is maintained and operational, and execute the Vehicle Operations Control Center (VOCC) to include taxi, mass transportation, cargo movement, aircrew and passenger movement, wrecker operation, and (U-Drive-It) UDI support.
6. Air Transportation (includes Small Air Terminal (non-Aerial Port) Operations): The
Contractor shall perform Small Air Terminal operations. Contractor is responsible for operation of Air Cargo and Passenger Terminals, as well as executing Small Terminal Deployments and Training function. Contractor shall be able to simultaneously service multiple aircraft within required time. In the event of multiple aircraft handling, priority shall be given IAW Joint Chiefs of Staff priority system and mission requirements as determined by the [ORG] Air Base Wing Commander or designated representative.
7. Surge Support: As directed by the base-issued task orders, the contractor shall support surge requirements via extending hours of operation, shift scheduling, overtime, and employee rest requirements.
SUBMISSION OF RESPONSES:
The Government requests that vendors respond to this RFI with sufficient detail regarding their capabilities and capacity to satisfy the requirement listed for LRS capabilities. The section titled ‘Description of Services’ will apply to this requirement.
