About this file

This is a Questions and Answers document for RFQ 75R60225Q00002 related to A/E Technical Reviews for HRSA, addressing vendor questions and providing government responses. The document clarifies several key points:

Regarding personnel and training requirements, a licensed Civil/Structural engineer is not mandatory if adequate qualifications can be demonstrated, and while specific trainings are listed, HRSA notes additional training may be required. The document corrects several timeline discrepancies, confirming that technical reviews require three business days for completion (not five), and back-checks require two business days. On submission reviews, the contractor must review resubmissions under the same task until an acceptable submission is achieved, with most submissions typically approved on first review but occasionally requiring second or third reviews. For training tasks, there should be two separate deliverables - Task 4a (Programmatic Training) should show 5 sessions per year, while Tasks 4b, 4c, and 4d remain as "Training." The document also clarifies that personnel must complete background checks and obtain PIV cards for EHB access, with costs calculated per employee.
