VENDOR QUESTIONS/GOVERNMENT RESPONSES

Health Center Loan Guarantee Program Lender Coordinator

Solicitation # 75R60224Q00032

Question No. 1

The quantities shown on ATCH E do not change from year to year, although, at a minimum, as additional loan guarantees close, the quantity associated with Task 5: LGP Transaction Monitoring Semi-Annual Report should increase. So, despite this anomaly, we would appreciate your confirming that we should use the quantities currently shown on ATCH E as the basis for our Price Quote.

Response to Question No. 1

Please use the quantities in the Price Schedule (ATCH E) for the price quote.

Question No. 2

Re Task 5, what is the basis for the 56 units shown as the BPA Call Order Quantity?

Response to Question No. 2

56 units stands for the maximum times this line item may be utilized per year under this agreement.

The number of units assigned will be based on the actual number of loan guarantees.

Question No. 3

Re Task 3: Kickoff Meeting, please confirm:

a. The expectation that there will be one kick-off meetings for each year of the contract; and

b. Whether these meetings will be held in-person or virtually since if they are to be in-person, we will need to include travel expenses.

Response to Question No. 3

a. The anticipated number of kick-off meetings is one per year for the duration of the agreement.

b. The kick-off meetings will be held virtually.

Question No. 4

Re Task 11: Loan Closing, how would you like us to account for the time/cost of legal review by outside legal counsel of pertinent lender loan documents?

Response to Question No. 4

All costs incurred to fulfill Task 11 should be included under Task 11. If the offeror chooses to use legal, those costs should be included under Task 11.

Question No. 5

Re Task 14: Travel Time

a. Please confirm that the Travel tab in the Labor Category Loading Matrix is expected to be included in the submission - or is it just a worksheet for us to use to estimate the unit cost for any travel that may occur?

b. Are we thinking correctly about how to fill in this tab – that we should cost out a number of possible travel occurrences and use that sample as the basis for setting a unit cost for Travel?

c. We are concerned about a few things:

i. we are not eligible for the GSA rate and so will need to base our estimate on non-GSA pricing for lodging, for example – please confirm this is acceptable;

ii. there are times when there will be no rental car and instead staff will rely on taxis to get to and from appointments – is it acceptable if we add a column for this?; and

iii. the assumption on the tab is that the M&IE on the travel days is 75%, yet the timing of flights, and the travel time to then get to the site visit location, may be such that a full day of travel is required on the two travel days that are anticipated on either side of the actual site visit. Accordingly, we feel it is appropriate to price each day at 100% of the per diem. Is this acceptable?

Response to Question No. 5

a. Please include it in the submission.

b. Yes, you can use the following locations in your sample: San Francisco, CA; Fayetteville, NC; and

Boston, MA.

c.

i. Please see answer to 5c(iii) below.

ii. Taxi is noted in Column H.

iii. If you’re working a full day, use the full day column (Column N).

THIS IS TIME AND MATERIALS REIMBURSEMENT. The Contractor shall be reimbursed for the cost of travel performed by its personnel in a privately owned automobile at the prevailing Government rate (as set by Federal Travel Regulations-see Federal travel regulation | GSA) not to exceed the cost by the most direct economy air route between the points so traveled. If more than one person travels in such automobile, no additional charge shall be made by the Contractor for such travel between such points.

HRSA will not reimburse travelers for unauthorized or excess expenses.

a. Is there someone we can talk with to understand exactly what is involved in the “credentialing process”?

b. Do only the staff on the contract who will access EHB need to go through the credentialing process or is the expectation that ALL staff on the contract will need to be credentialed?

c. Do existing contract employees who went through the credentialing process for the 2020-2024 contract need to go through the process again?

Response to Question No. 6

a. Credentialing requires forms SF-306 and SF-745 to be completed. Fingerprints are then required for issuance of a PIV card, which is to be picked up in Rockville MD. All requests for support outside of the Rockville location will need to go through the HRSA appointed COR. Only those accessing EHB will need to complete credentialing.

b. Only staff accessing EHB will need to be credentialed.

c. If the contract employee does not have an active PIV card, credentialing will need to be completed.

Question No. 7

Re Past Performance, I have copies of the final CPARS evaluations for the past two years, but only the incomplete version for the Base Year of a contract. How can I get access to the final version for the Base Year? If I can’t get access to it, is it alright to include the version of the evaluation that only includes the agency comments?

Response to Question No. 7

Please submit the CPARS version available to you; however, make note that you did attempt to get the final version and it was not available in CPARS.
