Loan Guarantee Program Technical Evaluation Factors and Award Criteria
INSTRUCTIONS, CERTIFICATIONS, AND OTHER STATEMENTS OF
OFFERORS OR PROPOSALRS
General Instructions
A. To facilitate the evaluations, two (2) volumes title technical proposaland price proposalshall be submitted separately and clearly labeled. Each of these parts shall be separate and complete in itself so that the evaluation of one may be accomplished independently of the evaluation of the other. Volume I–Technical Proposal must not contain references to price; however, resource information such as data concerning labor hours and categories, materials, subcontracts, etc., must be contained in the Technical Proposal so that your understanding of the statement of objectives may be evaluated. It must disclose your approach in sufficient detail to provide a clear and concise presentation that includes the requirements of the proposal instructions. Volume I must include a statement indicating whether any exceptions are taken to the terms and conditions of the request for proposal (RFP) as part of the transmittal letter. Any exceptions must include identification of the specific paragraphs and rationale for each exception. Exceptions shall also be noted in the proposal at the location of the exception.

B. Technical Proposals shall be single spaced and shall be printed on 8.5 x 11 inch paper containing text no smaller than font size 12 – Times New Roman. Each page shall be numbered and each volume shall be tabbed to correspond to the table of contents. Offerors may include 11 x 17 inch foldouts only to display graphics, flow charts, organizational charts, or drawings.
C. Where data/information appears in one part, it does not have to be repeated in any other part. However, it shall be cross referenced by indicating the specific location including the volume and page number as a minimum. The clarity, relevance, and conciseness of the proposal is important, not the length.
D. The proposal must be signed by an official authorized to bind your organization
E. The RFP does not commit the Government to pay any cost for the preparation and submission of a proposal. In addition, the Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds in connection with this proposed acquisition.
The proposal will be evaluated utilizing the evaluation criteria and specified weights below. The technical proposal will receive paramount consideration in awarding this Task Order. The Government will award this contract to the responsible and financially capable Offeror, whose proposal, conforming to the solicitation, will be most advantageous to the Government. In the event two (2) or more Offers are determined to be technically equivalent, past performance and estimated cost will be considered in making the final selection.
Evaluation
Award Criteria
The technical is more important than price and price is more important than past performance. Technical and past performance when combined is significantly more important than price. In any event, the Government reserves the right to make one award to the best advantage of the Government, cost, and other factors considered.
Selection of Offerors
The acceptability or unacceptability of the technical proposal will be based upon a technical evaluation. Each proposal will be evaluated in strict conformity with the RFP, utilizing point scores and written critiques.
The Government reserves the right to make a single award, multiple awards, or no award as a result of this RFP.
In addition, the RFP may be amended if determined to be in the best interest of the Government.
The Government reserves the right to make award without further discussions.
Evaluation Criteria and Weights
The evaluation will be based on the demonstrated capabilities of the prospective contractor in relation to the needs of the project as set forth in the Request for Proposal (RFP). The merits of the proposal will be evaluated carefully using the following 100-point scale.

A. Understanding the Initiative (15 points)
Evaluation of this factor will be based on information contained in the technical proposal that demonstrates the degree in which the Offeror understands the requirements outlined in the Scope of Work.
Criteria:
The Government will evaluate whether:
• The Offeror demonstrates knowledge and understanding of the Statement of Work (SOW) requirements.
• The Offeror demonstrates an understanding of the objectives, organization and operation of the HRSA Health Center Facility Loan Guarantee Program (LGP) in respect to facilitating access to capital funding and reducing financing costs for the Bureau of Primary Health Care’s (BPHC’s) health center program.
• The Offeror demonstrates an understanding of, and ability to, address the various loan transactional assistance and consultative services covered in the statement of work.
B. Technical Approach Including Work Plan and Labor Category-Loading Matrix (Attachment D) - (35 points)
The proposal shall describe in detail the proposed Technical Approach for meeting the requirements specified under the description and SOW. The approach shall contain:
a. A methodological work plan for completing each task and subtask in the SOW. Relevant questions and variables stemming from the scope of work should be discussed.
b. A detailed description of the approach to be used in accomplishing individual tasks, including the types of information/data to be obtained, potential sources of information and suggested analysis, and staff involved in completing the SOW tasks. The approach shall include a discussion of the methodology to be used for the individual tasks or subtasks and scheduling of time and persons;
c. A comprehensive timeline.
d. The attached labor category-loading matrix, including work to be performed and deliverables. The
Offeror shall provide the matrix, which displays person-days by task and labor category. The matrix shall include the total days and time each labor category will contribute to the contract.
e. A discussion of anticipated challenges and potential problem areas with methods and approaches for resolution.
Criteria:
The Government will evaluate:
• The extent to which the Offeror’s Technical Approach is consistent with the goals, objectives, and purpose, and complies with the LGP’s requirements.
• The extent to which the Offeror’s understands the work effort involved in each task and subtask and demonstrates an ability to satisfactorily complete each task and subtask.
• The Offeror’s ability to complete high quality work within the period of performance.
• The extent to which the labor-category-loading matrix adequately responds to the level of effort and expertise required by the task.
• The extent to which the Offeror demonstrates an understanding of potential challenges and problem areas and proposes adequate approaches for resolution.
C. Personnel - (20 points) The Offeror shall propose personnel qualified and experienced to successfully perform all required tasks in the Statement of Work.
1. The Offeror shall identify the Project Director and indicate the names of other key personnel, education, and professional experience of all personnel (including subcontractors, experts, and/or consultants) that will be employed or available to provide services under this contract. Résumés or curriculum vitae of all personnel must be submitted and shall be consistent with the information provided in the Combined Experience Chart.
2. The Offeror shall provide a summary of the experience and years of experience of all personnel with respect to lending programs and loan guarantee programs and/or banking and/or community development lending experience, as evidenced by their resumes or curriculum vitae. In addition, The Offeror shall summarize the experience of all personnel with respect to:
a. Knowledge and experience working with Section 330-funded health centers
b. Experience working collaboratively with federal staff, contractors and partners
3. The Offeror shall complete the attached chart for Combined Experience Chart of staff involved in the project. Note that resumes of staff should reflect the experience in the item areas listed on the Chart:

4. The Offeror shall describe how it plans to ensure that contractor staff are trained in Federal regulations, policies, and program expectations; measures to enhance effectiveness of consultation;
approaches to dealing with diversity and conflict; and other current topics relevant to program administration.
Criteria:
The Government will evaluate:
• The extent to which the proposed personnel’s experience and abilities demonstrate an ability to perform and accomplish the tasks and subtasks identified in the Scope of Work.
• The extent to which the personnel to be assigned have the compliment of experiences detailed in the Combined Experience Chart.
• The extent to which the proposed personnel’s experiences and abilities, as demonstrated in their resumes, reflect the experience in the Combined Experience Chart.
• The proposed personnel includes key personnel who will be providing contract management, project management, training and technical assistance for this contract.
D. Management and Staffing Plan ( 15 points)
1. The Offeror shall describe the management plan (plan) for adequately staffing, organizing and managing the project.
2. The Offeror shall explain how the management and staffing plan will enable the Offeror to start projects quickly, move efficiently by conducting multiple tasks concurrently, complete complex tasks within narrow timeframes, and assure quality of products/ services. The management and staffing plan shall address the following:
a. Management structure and approach;
b. Staffing plan for initial staffing and for meeting future staffing requirements; including a remediation plan if any issues arise with an individual expert;
c. Expert management to include subcontractor (as applicable) reporting and invoicing procedures and formats, to assure compatibility with prime Contractor systems and federal requirements;
d. Data security;
e. Detailed plans and procedures for the administration of tasks; including logistic procedure to manage and coordinate site visits simultaneously.
3. If the Offeror proposes to use any experts or subcontractor employees to carry out elements within the solicitation, the management and staffing plan shall specify how the Offeror and the experts and/or subcontractors shall work together, how the tasks shall be coordinated and how quality assurance shall be accomplished.
4. The Offeror shall describe its method of recruiting employees and experts and retaining them for long-term assignments, under what conditions are full-time permanent employees, part-time employees, versus independent experts and subcontractors used. The Offeror shall also describe its method for recruiting staffing for specialized skills that are required for this project.
5. The Offeror shall provide evidence of the availability of adequate facilities, space, and equipment necessary to accomplish project goals/objectives. Equipment shall include relevant computer hardware and software to track the expenses associated with all work related to each task order and their sub-parts.
6. Offeror shall describe their plan for effective communications and reporting procedures with the U.S. Government; Proper financial management of the task order; Other project management tasks necessary to successfully meet the requirements of this contract/task orders; and
7. Risk management and document control.
Criteria:
The Government will evaluate the Offeror’s demonstrated capability to provide adequate organizational capacity and back-up for key personnel within its own organization. The management plan shall:
• include effective approaches to working with the Contracting Officer Representative (COR) and HRSA program representatives;
• demonstrate the Offeror’s ability to manage multiple tasks that require significant effort;
• demonstrate appropriateness of proposed staffing configuration and proposed time assigned to each task;
• include a recruitment and replacement plan;
• include a staffing plan for or initial staffing and for meeting future staffing requirements.
E. Organizational Experience – (15 points)
1. The Offeror shall provide a statement of the mission/purpose, general background, experience, and qualification of the organizational entity offering to conduct the work described in this contract. Include information on similar or related contract, subcontracts, or grants which the entity has completed.
Include a brief discussion of present or proposed facilities and equipment to be used in completion of the project. Include a brief discussion on proposed plan to avoid any “conflict of interest” with any BHPC grantees and/or loan guarantee applicants that they work with along with a sample conflict of interest form.
2. Organizational Expertise - document the following expertise and experience:
a. Experience with lending and loan guarantee programs
b. Experience with Health Center Programs
c. Experience in evaluating financial agreement documents
d. Banking and/or community development lending experience
e. Ability to generate deliverables in a timely manner.
Criteria:
The Government will evaluate:
• The Offeror’s demonstrated capability to provide adequate organizational capacity and back-up for key personnel within its own organization.
• The Offeror’s demonstrated organizational expertise and experience in the following areas:
o Experience with lending and loan guarantee programs o Experience with Health Center Programs o Experience in evaluating financial agreement documents o Banking and/or community development lending experience o Ability to generate deliverables in a timely manner.
Past Performance:
1. Offerors shall submit three (3) past performance references where the Offeror was the prime contractor or subcontractor for relevant work completed within the past three (3) years as required by this solicitation. “Relevant” is defined as similar in size, scope and complexity to this contract. The Offeror must clarify the percentage of work, dollar allocation and personnel roles as it relates to the BPA key labor category requirements.
2. Offerors shall submit copies of their CPARSs ratings for contracts with Federal agencies in Volume III-
Past Performance. If the Offeror has not held any Federal contracts, then the Offeror may submit references from state, local, or private contracts using the Past Performance Questionnaire, Attachment E. Offerors shall forward a copy of the entire Past Performance Questionnaire to their clients to complete. The completed questionnaire shall be submitted to VDhaness@hrsa.gov no later than June 10, 2019 at 10:00 a.m. (EST).
3. In the case of an Offeror without a record of past performance or for whom information on past performance is not available, the Offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the Offerors shall be determined to have unknown past performance.
4. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources, including sources outside of the Government.

Volume II - Price Proposal Instructions
The Offeror's Price Proposal shall consist of the following sections:
a. Standard Form 1449, Request for Proposals
b. Offerors shall provide a Volume II Price Proposal Cover Letter detailing point of contact (name, phone, and email address) that will be responsible for overseeing the BPA and that RFPs issued under this BPA will be sent to.
c. BPA Pricing Charts- the Offeror shall provide a pricing chart for each period of performance. In addition, Offerors shall indicate proposed discounts and the percentage of the discount.
d. Price List (Attachments):
The Vendor shall complete and submit SOW Attachment A LGP BPA Price Catalog, Attachment C LGP Call Order 1 Form and Attachment D LGP Labor Category-loading Matrix.
Price is not a numerically weighted factor. Proposed price will be evaluated on the basis of price analysis to determine price reasonableness. Price reasonableness defined as the Offeror’s ability to project price which are realistic for the work to be performed and indicates that the Offeror understands the nature and extent of the work to be performed, is consistent with the various elements of the Offeror’s technical proposal, and represents the best value to the Government for the life of the contract. The Government will also consider clarity and adequacy of the price proposal of the offeror.
All other information required in the price proposal will be evaluated for completeness and accuracy. The Government reserves the right to clarify any discrepancies discovered during the evaluation.
ADMINISTRATION DATA
BPA ADMINISTRATIVE FUNCTIONS
Upon or after award, the Contracting Officer may designate a Contracting Officer’s Representative (COR) to oversee the performance of the BPA.
The BPA Level CO is the only person authorized to make or approve any changes to the requirements or terms and conditions contained in the BPA. In the event the Contractor makes any BPA changes at the direction of any person other than the BPA CO, the change will be considered to have been made without authority and no adjustment will be made to cover any increase in cost incurred as a result thereof. The HRSA points of contact responsible for overall administration of this BPA will be determined at time of award.
Additional points of contact may be specified after BPA establishment. The assigned COR for individual Call Orders will be specified at the time of the order award. The Contractor may be asked to provide required BPA reports to these points of contact as well.
CONTRACTOR POINT OF CONTACT
At the order level, the BPA holder shall provide a roster of all personnel with point of contact (POC) information designated by title as a condition of BPA establishment. Any changes to the roster after BPA establishment must be sent to the BPA CO. An administrative modification to the BPA is not required for such changes. The changes will become effective upon an e-mail from the BPA CO acknowledging the change.
ORDERING PROCEDURES – NOT REQUIRING A STATEMENT OF WORK
The following procedures shall apply to all Call Orders issued under this BPA. Any services to be furnished under this BPA will be ordered by an issuance of a Request for Quote (RFQ). HRSA reserves the right to modify these ordering procedures at any time (e.g., change them to reference additional investigation services, make changes based on regulation changes to FAR 8.4, etc.). Call Orders shall be issued in accordance with the FAR provisions and as described below.
Only an authorized HRSA Contracting Officer can issue a Call Order under this BPA. No work will be performed and no payment will be made except as authorized by a signed Call Order.
The RFQ procedures described below represents the Government’s approach to issuing a Call Order under this BPA. A Statement of Work is not required for ordering under this BPA.
1. The RFQ may be issued electronically or by phone. The BPA holder will be provided with a written
RFQ.
2. The written RFQ will specify the following:
a. COR name and contact information,
b. Title of the requirement,
c. Period of performance,
d. Initiate contact with COR by date,
e. Preferred dates for the Contractor to schedule the Kick-Off Meeting,
f. Quantity of Delivery Services
3. The price submission shall be based upon the pre-established prices from SOW Attachment A LGP BPA
Price Catalog of the BPA and any further discounts offered by the Contractor for individual Call Orders.
4. All individual Call Orders will be issued as Firm-Fixed Price.
5. The Government reserves the right to award a Call Order without discussions.
6. The BPA holder shall prepare the quotation by completing and submitting the order forms back to the issuing Contract Specialist within the timeframe requested in each RFQ, usually within three (3) business days from the date of issuance. The Contractor shall submit the quote via email to the Contract Specialist listed in the RFQ.
