About this file
This document is Amendment 0001 for a federal solicitation (75P00125Q00046) for the production, delivery, and installation of two graphic banners on the exterior of the Hubert H. Humphrey Building in Washington, DC. The amendment extends the quote submission deadline from July 30, 2025 at 12pm EST to 3pm EST, provides responses to vendor questions, and revises the technical evaluation criteria (Section M.6).
Key details include vendor requirements to install banners at least 125' high using a lift from the ground, with permission to drill into the concrete structure for mounting. The technical evaluation will assess vendors on their ability to: 1) produce and install durable banners, 2) meet the August 20, 2025 deadline, and 3) provide proof of bonding and licensing. Vendors must clarify their installation technique, provide a project timeline, and submit photos of similar past projects. The government will provide artwork details after award, and site visits will be facilitated to support installation planning.

Questions and answers (Responses are in red)
Q 1. Can we come to the site to survey the situation and figure out the best way to install these banners?
A 1. Yes, after award HHS will facilitate site visits and do a walk thru of the installation site.
Q 2. Did you need pricing for installation as well as removal at a later date?
A 2. Removal is not a part of the requirement. Please provide your best quote.
Q 3. We would have to be able to get up on the roof. Should I put a quote together for you for the two banners and repelling installation of both?
A 3. We cannot access the roof for installation, installation will have to be done by a lift provided by the vendor.
Q 4. Can the sidewalk hold the weight of a boom truck (in order to reach the height of the building)?
A 4. Yes, the sidewalk is 2 inch granite on top of a hard surface. Ceremonial drive is able to support an average firetruck which could weigh between 20,000 & 40,000 lbs. ideally the vendor would use wood planks to distribute the weight of any vehicle. Honestly, the more weight distributed on multiple pavers the better.
Q 5. The building management must confirm that the pavilions can bear the weight of the lift needed to do the work. There are almost certainly load limits on the northwest pavilion because it has a recessed and raised architectural elevation in front of the work area. The lift needed for this space would be a narrow track or wheel self-leveling (articulated outrigger) lift. Sometimes referred to as a spider lift some manufacturers include falcon, denka or reachmaster.

Ceremonial drive is able to support an average firetruck which could weigh between 20,000 & 40,000 lbs. ideally the vendor would use wood planks to distribute the weight of any vehicle. Honestly, the more weight distributed on multiple pavers the better.
Q 6. A boom truck or swing bridge would be needed for the installation .We would need clearance and approval for either a boom truck on the sidewalk or an area on the roof to secure a swing stage.
A 6. Boom access will be made available from the ground, access is not available from the roof of the structure.
Q 7. If the building is able to move a couple of those barricade blocks, we can use a 150’ articulated like we used at the post office. We will need the extra up and pit because we will have to come at the northwest tower from a side angle.
A 7. HHS can temporarily move concrete bollards to facilitate installation access.
Q 8. To help us determine the best materials and production methods, could you please provide us with the artwork or an idea of the graphics for the banners?
A 8. Yes, after award pictures of the artwork will be provided.
Q 9. Can you confirm which method would be acceptable?
There are 2 materials that can be used. The more cost effective and faster installation would be to be able to drill into the top and bottom of the building and insert eye hooks into the facade top and bottom to secure the banner to the building.
The other method which is not to drill into the building (more expensive and takes more days to install) would be to use an adhesive vinyl graphic that installs directly to the facade. A boom truck or swing bridge would be needed for the installation.
A 9. Vendors may drill into the concrete structure for mounting purposes. The vendor should clarify the technique they propose and provide assurance that the technique is permanent and safe. Please provide your best quote.
Q 10. The specifications note that the banners and images should ideally last for approximately four years. I wanted to share that, based on industry standards, achieving a four-year lifespan without some degree of fading is unlikely. This is primarily due to the limitations of the substrate material, exposure to weather—particularly sunlight—and the colors used in the design.
A 10. The government’s needs are provided in the solicitation. Please provide your best quote.
Q11. The RFQ does not clarify whether drilling into the building to secure the banners is permitted.
A 11. Vendors may drill into the concrete structure for mounting purposes. The vendor should clarify the technique they propose and provide assurance that the technique is permanent and safe. Please provide your best quote.

The vendor’s quote shows they have the capability to produce banners of the size and durability required, deliver the banners to the location required, and install banners securely installing banner’s at least 125’ high on a building.
Includes banner type/material, banner duration/lifespan, installation type.
Describes experience successfully completing similar projects. Provide photos of past projects with project details.
M.6.2 FACTOR 2 – Ability to meet deadline.
The vendor’s quote shows they have the ability to produce, deliver, and install banners by the August 20, 2025 deadline.
Provide a timeline for the approach to completing the project.
M.6.3 FACTOR 3 – Contractor is bonded and licensed to perform the work.
