About this file
This document provides a scenario and cost estimate request for immediate disaster case management services in response to a Category 3 hurricane making landfall near New Orleans, Louisiana. The state has requested up to 90 disaster case managers and associated support staff to provide intake, information and referrals, and recovery planning to approximately 5,000 displaced residents, including 3,000 sheltered individuals. Federal assistance has been approved for both individual needs and public infrastructure recovery. The request seeks a cost estimate to support an initial deployment of 30 case managers, composed of 60% intensive staff and 40% regular staff, along with supervisors, coordinators, and other incident support positions as needed, for a period of 90 days. The estimate should include rotation teams and all applicable direct costs such as travel, lodging, per diem, transportation, supplies, and other expenses. A statement of work is also requested detailing how the contractor would fulfill this mission assignment task order from the Department of Health and Human Services Office of Human Services Emergency Preparedness and Response.

IMMEDIATE DISASTER CASE MANAGEMENT (IDCM)
Deployment Scenario, FEMA/OHSEPR Mission Assignment Task Order – DR 4XXX Louisiana
Scenario #1
A Category 3 hurricane has made landfall in Louisiana, 5 miles east of New Orleans. There is widespread structural damage to the greater New Orleans area. Approximately 5,000 residents are displaced, including 3,000 in local shelters. The levees are currently holding but there is at least a 50% chance that they will breach within the next 48-72 hours as a significant amount of rain is expected over the next 2 days. A preliminary damage assessment conducted by FEMA includes the following:
Total Number of Residences Impacted:
4,822 Destroyed -1,542 Major Damage -1,778 Minor Damage -522 Affected -980
• Percentage of insured residences:49.2%
• Percentage of poverty households:18.6%
• Percentage of ownership households:
53.4%
• Population receiving other government assistance such as SSI and SNAP: 7.9%
LA’s request for Individual Assistance and Public Assistance has been approved and the state has requested IDCM support, which has been approved as well. Based on preliminary reports, 30 IDCMs are initially requested, but there is the potential for up to 90 IDCMs, particularly if the levee breaks.
The Department of Health and Human Services (DHHS), Administration for Children and Families (ACF), Office of Human Service Emergency Preparedness and Response (OHSEPR) Program has asked you, the contractor, to prepare a deployment cost/budget estimate that will support a contingent of 30 Case Managers, along with Case Management Supervisor(s), Community Resource Coordinator(s) and other Incident Support personnel as needed. OHSEPR Operations is requesting that 60% of IDCMs be Intensive CMs and the other 40% be of Regular CMs.
Scenario cost estimates should include all applicable costs to said deployment to include, the cost of additional teams for rotation, along with the necessary supports staff for 90 days as well as other direct costs like airline, per diem, lodging, ground transportation, supplies and other cost as applicable.
Please provide a detailed cost estimate and Statement of work on how you would meet this mission.
