Question Reference Government Response
Will the vendor deliver both patient level (deidentified) records for the data variables or only aggregate measures? Attachment 5 seems to refer to an aggregate dataset format, but reference to patient id in attachment 3 implies patient-level deliveries.
Attachment 5, Statement of Need
The minimum level of granularity required is at the ZIP3 level. However, deidentified patient-level data may be accepted for aggregation by ARPA-H’s selected dashboard vendor.
Is there ever an expectation that the vendor will provide all records (claim/EHR) associated with a patient qualifying for the inclusion criteria, or only those that are related to the data variables of interest?

The vendor will be expected to provide records related to the data variables of interest only.
3 What is the scope of who will access the data and under what circumstances? Statement of Need
The data will be ingested into a public dashboard available for public access. The quote should include any limitations on data use.
4 Are there any implications on IP associated with the data? Statement of Need
The data must be available for use in the HEROES program by the ARPA-H team and by program participants, for research and population health improvement work.
Aggregated data will be visible to the public in the HEROES toolkit.
Can ARPA-H confirm the period of performance as the following?
•Base Period: August 30, 2024 - August 29, 2025 •Option Period 1: August 30, 2025 - August 29, 2026 •Option Period 2: August 30, 2026 - January 31, 2027 Statement of Need Confirmed.
Does ARPA-H expect any type of Project Management (weekly meetings, monthly reports, webinar participation, update of the variable specification) support as part of this contract? If yes, could ARPA-H add said scope to the RFQ and advise on which CLIN the price should be placed in? Statement of Need Solicitation updated to resolve this question.
What type of secure data infrastructure/system will ARPA-H use to house the data received and conduct data analyses, including linking to other data sources as required? Data vendors typically require access to their data within their proprietary IT/data system. Pricing includes both data and limited use of their system. Linkage across systems is highly problematic and requires agreements to use tokens, which involves significant costs. Occasionally, vendors will permit storage of their data in another IT/data system, but when possible, reaching such agreements would require detailed specifics about the system and the entity managing and owning this system. ARPA-H is procuring all of the data needed to measure the outcomes and create the baselines and track progress over time. We have standard data vendors who are HIPAA compliant and secure, but ARPA-H is not handling any PHI.
Other data sources that an awardee may want to bring in will need to go through a validation process that will be negotiated during the award.
Linking data is not performed by ARPA-H but by the data vendors we use for these data.
ARPA-H is not creating tokenized data systems.
For basic data for measures, the raw data will not be stored or accessed by ARPA-H or its contractors and partners. Data are delivered to ARPA-H and its partners as calculated, non-identifiable measures, and those data will be processed and made available via the Outcomes Toolkit as binned, stratified measures and available for a limited download by users.
8 Do you have an estimated budget for each data vendor? N/A Yes; however, we are unable to provide this information.
If ARPA-H does choose to exercise the 5 month extension, will those prices be included as part of a new CLIN structure (300x) or will it be part of CLIN 200x? Clause
The option will be exercised under a separate
CLIN.
Attachment 3, “Statement of Need,” Section 3.0 indicates a potential for two twelve month periods (base, option) and the potential for another option for five months - for a total of 29 months, as above. Attachment 4, FAR 52.217-9 clause states “The total duration of this contract, including the exercise of any options under this clause, shall not exceed 24 months.” Should this be 29 months? Clause
No, the 5 month option will be exercised under
FAR 52.217-8.
The basis for extending under Option Period 2 (5 month extension) is stated as FAR 52.217-8 “Option to Extend - Services.” Because that clause addresses only labor and labor rates, please also confirm that bidders should include pricing for data licensing fees for the extension period. Clause Solicitation updated to resolve this question.
Is there a template for addressing Technical Capability, or should we submit a separate document with a description of our data sources, timeliness, diversity of data etc? RFQ
