SECTION C - DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
ARTICLE-C.1.
Independently, and not as an agent of the Government, the Contractor shall be required to furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government, as needed to perform the Statement of Work attached hereto and made a part of this Solicitation.
BAG-IN/BAG-OUT FILTER MAINTENANCE AND REPLACEMENT
SCOPE OF WORK
The Contractor shall monitor and maintain the bag-in/bag-out filter systems located within the David P. Rall Building (Building 101) and the bag-in/bag-out filter trains serving the Waste Handling Facility (WHF – Building 108). The filter types and sizes are given in Attachment 1 for Buildings 101 and 108. Lists of filter sizes and location are found in Attachment 2 for Building 101 and Attachment 3 for building 108.
The Contractor shall also maintain a Flow Science bag-out filter FS4060 located in room C032 and a PALL Vacuum Filter system located in the F Basement Mechanical Room see Attachment 4.
The vacuum system in F-Module basement has two filters. Only one of these filters has been utilized since the system was installed in 2016. NIH switched over to the spare vacuum filter in November 2018 to allow the current filter to have the cartridges replaced. Each filter will operate for two years, then be taken offline for cartridge replacement. Each vacuum filter contains 9 cartridges that must be replaced every 2 years. Removal of the filter cartridges will require a decontamination procedure to be performed prior to opening the filter housing.
C.1 The work shall consist of the following:
C.1.1 Procurement of all necessary pre-filters, HEPA and carbon filters and the change out bags. The Contractor shall visit identified locations to verify the types and sizes of filters needed.
*NIEHS has 27 carbon filters on hand for filter train maintenance for use by the Contractor.
C.1.2 Twice a year monitoring of the differential pressure gauges for the bag-in/bag-out filter trains in identified locations if available. The service life of the HEPA filters can be extended by the appropriate monitoring and changing of the pre-filters. The Contractor shall provide a service report to the Project Officer/COR upon completion of all work before leaving the institute.
C.1.3 Removal of old filters, change out bags, and the installation of the new filters and change out bags.
C.1.4 The Contractor shall be responsible to dispose of the filters as per industry standards.
C.2 General Specifications
C.2.1 The Project Officer/COR, or their approved representative, shall be notified not less than three (3) business days in advance, (see section Service Duty Hours, page 5), each time Contractor personnel are on site for any purpose. If an emergency response is necessary, notification is not needed. When the filters are to be replaced, the Project Officer/COR shall be informed so that the removal of the old filters and installation of the new filters can be coordinated with the facilities and animal resources staffs. At no time will the Contractor change or remove filters without proper notification.
C.2.2 The Contractor shall submit within 15 days after award, a Contractor’s Safety Plan which will be submitted to the NIEHS Health and Safety Branch, (HSB) and approved before work can begin. A Quality Assurance Surveillance Plan (QASP) shall also be submitted within 15 days of reward to the Project Officer/COTR or their approved representative. An example of the QASP is located on page 13, Attachment 5.
The Contractor’s Safety Plan shall include, at a minimum, the following:
Proper PPE, (Personal Protective Equipment).
Procedures for removing and bagging filters to prevent contamination of the surrounding area.
Procedures for raising and lowering filters from the roof of WHF, (building 108).
Procedures for moving filters in and out of the work area in Building 101 and moved to WHF, (building 108).
Procedures for cleaning the area after filter removal.
Procedures for removing personnel from work areas if injured for minor injuries. Serious injuries will need to be called into 919-541-2800 to activate the emergency medical response team.
C.2.3 The Contractor shall set a quarterly schedule for the monitoring of each unit’s differential pressure gauges. The schedule shall be given to the Project Officer/COR, or their approved representative, within 15 days after award and yearly thereafter.
C.2.4 The readings shall be put into an Excel Spreadsheet updated at least 3 days after each site visit so that changes in the readings can be easily followed. Information shall include, at a minimum, which filter unit the information is from, the date and time the information was recorded, differential pressure reading (highlight a gauge pressure reading of 1.0 inch over initial filter pressure or higher), previous differential readings for comparison (if available), and name of the person taking the reading. Each filter unit shall have its own block of information. The differential pressure reading shall be entered in an Excel spreadsheet and forwarded electronically to the Project Officer/COR, or their approved representative.
C.2.5 The Contractor shall provide a service report to the Project Officer/COR upon completion of all work. The report shall identify the equipment serviced or repaired, the location of the equipment, printed name of the Contractor personnel servicing or repairing the filter train, the start date and time of the service or repair, and the signature of the Contractor personnel who serviced or made the repair. A copy of the signed service report shall be left with the Project Officer/COR immediately upon completion of the service or repair work.
C.2.6 The target gauge pressure reading for change out is 1.0 inch of water over initial filter pressure or higher. The gauges will be “zeroed” after completion of installing new filters, see chart below for timeline of past filter change outs. The Project Officer/COR may also rely on other information, such as air flow or temperature problems in an animal room, to determine if a filter(s) change is required. If the filter is to be replaced the Contractor will have five working days to replace the filter(s).
Filter Acceptance Table
Filter Type Past change out frequencies Max Magnahelic Gauge Reading across the filters Pre-Filter 6 months 1.0 to 1.3 over new filter HEPA filter 3 years 1.0 to 1.3 over new filter Carbon Filter 5 years N/A

At no time shall filters be dropped from the rooftop to the ground. The Contractor shall use care not to puncture or damage the filters or their change out bags during the removal process.
C.2.8 It is the Contractor’s responsibility to dispose of the old filters properly.
C.2.7 All work performed by the Contractor shall be of acceptable industry standard quality and upon notification by the Project Officer/COR non-acceptable work shall be rectified within 24 hours at no additional cost to the Government. Filters shall be replaced within two (2) weeks of request of replacement. If additional time is necessary for the completion of work the Project Officer/COR, or their approved representative, may approve additional time for the completion of filter replacement.
C.3 Location of Work
