1. Executive Summary
An environmental site assessment was performed on Hangar 110 in the Kalaeloa Airport. This assessment included an online records review, site inspection and a review of the previous environmental studies.
A hazardous material surveyi conducted on Hangar 110 in 2012 identified asbestos, lead, arsenic, PCB-containing light ballasts and mercury-containing lighting. The survey analyzed 306 asbestos samples, 226 lead samples and two arsenic samples. Asbestos Containing Materials (ACM) were identified in 22 of the asbestos samples. Lead Containing Paint (LCP) was found in 93 samples and 54 of these samples were Lead Based Paint (LBP). Arsenic was found in one of the ceiling tiles. There were PCB containing light ballasts and mercury-containing lighting. The state of Hawaii is planning to complete hazardous material removals as part of their renovations to Hangar 110. Recommend HHS to work with the state to determine what hazardous materials will remain once their renovations are completed.
A site inspection found buildings next to Hangar 110 that were used to store hazardous materials and hazardous waste. There are four concrete buildings immediately adjacent to Hangar 110, two to the north and two to the south. The library of congress has pictures of the buildingsii labeled Ready Magazine. These buildings were intended to store munitions and may contain Munitions Constituents (MC) and MC may be found in the soil and groundwater at the hangar. Empty containers were found inside the buildings and one of the buildings had been relabeled Regulated Garbage. One of the Ready Magazine buildings has been repurposed to store garbage and others may have been repurposed as hazardous material lockers. There is a building to the east of the hangar that has a sign that states Hazardous Waste Accumulation Site. There is a used oil container located near the North corner that was located within a concrete berm that was labeled Hazardous Waste Area. There may be soil and groundwater contamination at the Hangar.
The 2006 Kalaeloa Master Planiii states that Hangar 110 has been placed on the national register. HHS may need to penetrate the exterior of the building for renovations such as adding utilities. Renovations will require coordination with the Hawaii State Historic Preservation Officer (SHPO).
An Environmental Impact Statement (EIS) completed in 1999iv for the transfer of the Naval Air Station Barbers Point to the State of Hawaii identified a PCB contamination site that was remediated at the Hangar 110 substation.
The online records review found that there are no environmental liens or enforcement actions at Hangar 110. There are no superfund sites within two miles of Hangar 110.
The nearest wetland is approximately 2,500 ft. south of the hangar.
There were no surveys found that showed threatened or endangered species near Hangar 110.
Recommend a Phase II investigations to be conducted to determine whether contamination is present in the soil and groundwater near the site
2. Site Information
2.1. Site Description
Hangar 110 is an airport hangar in the Kalaeloa Airport located at Kapolei, Hawaii. Hangar 110 is a 110,000 foot concrete building with steel doors and frames. There are offices located on the North and South ends of the hangar. Kalaeloa Airport was formerly a naval airport, Naval Air Station Barbers Point, which was transferred to the state in 1999. A map of the Kalaeloa Airport is included in Appendix A.
2.2. Current Use of Property
Hangar 110 is currently being used to store aircraft, aircraft parts and equipment.
2.3. Current Use of Adjoining Properties
Hangar 111 is currently being used to store aircraft, aircraft parts and equipment. Hangar 111 is used being used by the Department of Education for aviation education.
2.4. Historic Use
Hangars 110 and 111 were used as military aircraft hangars. Aircraft stored in these hangars included the P-3 Orion and Navy fighter planes. The library of Congress has pictures that list Hangar 110 as a maintenance type hangarv.
3. Previous Environmental Site Assessments / Investigations
There were three previous environmental studies that were reviewed as part of this assessment:
3.1 Hazardous Materials Survey
A hazardous material survey was completed in May 2012vi for planned renovations to Hangar 110. The survey identified asbestos, lead, arsenic, PCB-containing light ballasts and mercury-containing lighting.
The survey analyzed 306 asbestos samples, 226 lead samples and two arsenic samples. ACM were identified in 22 of the asbestos samples. LCP was found in 93 samples and 54 of these samples were LBP.
3.2 Environmental Impact Statement
An EIS was completed in February 1999vii when the airport was transferred from the Navy to the state of Hawaii. The EIS stated that the groundwater at the site is non potable and not suitable for irrigation due to salinity. The EIS identified Hangar 110 as a Point of Interest (POI) for contamination. There were dry well sediments exceeding hazardous waste levels and PCB contamination at the Hangar 110 substation.
The EIS states that the dry well sediments were removed and a cleanup of the PCB was completed. The
EIS stated that the Navy would complete soil removals to remove contamination. The EIS stated that groundwater sampling was conducted and contamination levels were acceptable. Sampling and removal reports were not found during this assessment.
3.3 Environmental Assessment
An Environmental Assessment (EA) was completed in 2010viii for planned renovations to the Kalaeloa Airport. The EA summarized contamination at Hangar 110 detailed in the EIS.
4. Records Search
4.1. National Priority List
The assessment reviewed CERCLISix and SEMSx to find active sites near Hangar 110. There were three active CERCLIS sites within 5 miles of Hangar 110, but none of the sites were within 2 miles of Hangar
110. There were two SEMS sites in the 96707 zip code, but neither of these sites are within 2 miles of Hangar 110
4.2. Liens
A review of the city and county of Honolulu’s real property online property searchxi did not find any liens on parcel that Hangar 110 is located, parcel 910130880000, or any of the nearby parcels. The Honolulu County Assessor parcel map of Hangar 110 from is included in Appendix A.
4.3 Environmental Health Warehouse Public Explorer
The State of Hawaii, Department of Health, Environmental Health Administration has an online Environmental Health Warehouse (EHW) Public Explorerxii that displays environmental interests including hazardous materials, hazardous waste, underground storage tanks, tsunami zones and enforcement actions. The EHW Public Explorer showed that the only environmental site near Hangar 110 was an underground storage tank located at the air traffic control tower approximately 150 ft. from Hangar 110. The maps from the EHW Public Explorer searches are included in Appendix C.
4.3.1 Enforcement Actions
The EHW Public explorer did not display any enforcement actions at the Kalaeloa Airport.
4.3.2 Underground Storage Tanks
There was an underground storage tank, Tank BP1, in Building 4 located approximately 150 ft. from Hangar 110. The records state that the tank was operated from 11/11/1978 to 12/22/1998. There was a release investigation in 1999. The record doesn’t state the amount of release or remediation, just that the investigation was from 2/5/1999 to 11/26/1999.
4.3.3 Hazardous Waste Management Sites
The nearest hazardous waste management site was approximately 1,500 ft. from Hangar 110.
4.3.4 Tsunami Zone
The hangar is located in the extreme tsunami evacuation zone. Hawaii’s Environmental GIS System has 3 tsunami zones: tsunami evacuation zone (black lines), extreme tsunami evacuation zone (yellow) and tsunami safe zone (green). The tsunami zone map in Appendix C shows that Hangar 110 is located in the extreme tsunami evacuation zone.
5. Site Inspection
A site inspection of Hangar 110 was completed on September 18 and September 19, 2018.
5.1 Ready Magazine / Hazmat Buildings
The site inspection found four concrete buildings, two to the north of the hangar and two to the south.
There were empty containers located in some of these buildings. These buildings may have been used to store hazardous materials. One of these buildings was labeled Regulated Garbage. Further investigation in these buildings found pictures of the buildings in the Library of Congress that labeled the buildings as Ready Magazine. These buildings likely stored munitions when Hangar 110 was a military facility and may have been repurposed for hazardous material and garbage storage.
5.2 Hazardous Waste Satellite Accumulation Site
There is a building to the east of the hangar that has a sign that states Hazardous Waste Satellite Accumulation Site. There was stained concrete around the building.
5.3 Chipped Paint
There was chipped paint throughout the inside and at several locations on the outside of the hangar, based on the hazardous materials survey, this paint may be LCP or LBP.
5.4 Flush Mount Well
There was a steel yellow flush mount cover that was labeled water. It is possible that this was used for a well. If the well is open than it is a direct route to the aquifer. If this is a well and it is no longer needed it should be closed.
5.5 Potential Concerns
There may be soil and groundwater contamination at Hangar 110. Building renovations such as adding utilities may require soil excavations. Contractors conducting soil excavations may encounter contaminated soil. The materials in these buildings likely contained petroleum, oils and lubricants used for the aircraft. There may be MC contamination at Hangar 110. It is possible that they used solvents to clean the aircraft, older solvents used chemicals such as trichloroethylene, which is carcinogenic. If solvents were spilled, there is the potential for vapor intrusion exposure.
5.6 Inspections Notes
A summary of the inspection is listed below and a map of the inspection can be found in Appendix B.
Outside:
• Storm drain located near the North corner of the hangar.
• Used oil container located near the North corner. The container was located within a concrete berm that was labeled Hazardous Waste Area.
• Bollards located near the North corner. The bollards are in a rectangle shape. These may have been protecting an underground storage tank or above ground storage tank.
• Building 695 located near the North corner. This is a concrete building that may have been used to store hazardous materials.
• Building 188 located near the NE corner. This is a concrete building that may have been used to store hazardous materials.
• There is a substation north of the NE corner. The EIS identified this a PCB contamination and remediation site.
• Building located near the NE corner has a sign that states hazardous Waste Satellite
Accumulation Site. There are stains in front of the building.
• Generator located near the NE corner. The generator has a 132 gallon diesel tank.
• There is a storm drain that may be tied to an oil water separator west of the hanger.
• Concrete building located near the SW corner labeled regulated garbage.
• Building located south of the hanger that has chipped white paint.
• Building 626 located near the SE corner. This is a concrete building that may have been used to store hazardous materials.
• Yellow flush mount cover labeled water. There appears to be a capped pipe under the cover.
Inside:
• Stained concrete slab located along the NE wall of the hangar. This may have been used to store hazardous materials.
• Eye Wash lettering on the wall next to a concrete slab near the SE corner. This may have been used to store hazardous materials.
• There is chipped paint located throughout the hangar.
6. Wetlands
The assessment reviewed the US Fish and Wildlife Services Online Wetlands Mapperxiii. The wetlands mapper showed there are three wetlands on the Kalaeloa Airport. The nearest wetland to Hangar 110 is located approximately 2,500 ft. south of Hangar 110. A wetlands map can be found in Appendix D.
7. Endangered and Threatened Species
According to the EIS conducted by the Navy in 1999xiv, there are no existing threatened or endangered fauna at the Kalaeloa Airport. There is an endangered plant that is located in the area east of the Kalaeloa Airport. Online searches were conducted to determine if there were recent surveys, no recent surveys were found.
8. Cultural Resources
Section 2.8.3 of the 2006 Kalaeloa Master Planxv states that Hangar 110 has been placed on the national register. HHS may need to penetrate the exterior of the building for renovations such as adding utilities.
Renovations will require coordination with the Hawaii State Historic Preservation Officer (SHPO).
9. Recommendations
The National Institutes of Health Division of Environmental Protection recommends to:
1. Conduct a Phase II environmental site assessment investigation.
2. Determine what contamination will remain after the state of Hawaii completes hazardous material removals.
3. Work with the SHPO for renovations to the hangar.
The site inspection found structures at the hangar, which may have caused contamination. A Phase II investigation should be conducted to determine whether contamination is present in the soil and groundwater near the site. The state of Hawaii is planning to complete hazardous material removals as part of their renovations to Hangar 110. Recommend HHS to work with the state to determine what hazardous materials will remain once their renovations are completed. Hangar 110 has been placed on the national register. HHS will need to coordinate with the SHPO, prior to performing renovations at the site.
Contaminated sites which are identified for cleanup under CERCLA require the Potentially Responsible Party (PRP) with the deepest pockets to clean up the site. While other PRP could be required to fund such cleanup often the organization who can pay does. Should contamination be found ASPR will need to decide if the risk of cleaning up the facility at some point in the future warrants the immediate need or not, recognizing that such cleanups usually run into millions of dollars.
