About this file
This is a Sources Sought Notice from the National Institute of Biomedical Imaging and Bioengineering (NIBIB) regarding the Innovation Funnel Coordination Center, a potential federal contracting opportunity—not a solicitation for proposals. The government seeks to identify qualified sources capable of operating a centralized coordination center supporting the NIH Rapid Acceleration of Diagnostics (RADx) Initiative, which accelerates development and commercialization of diagnostic and monitoring technologies for pandemic preparedness and broader healthcare applications.
Interested organizations must submit capability statements by December 4, 2026, at 12:00 PM ET via email to Noelle DeCenzo (noelle.decenzo@nih.gov) and Melanie Suarez (melanie.suarez@nih.gov) in MS Word or PDF format. Capability statements must not exceed five pages (excluding CVs and past performance appendices) using minimum 12-point font and must specifically address nine capability requirements and general company information requirements. Key requirements include demonstrated experience managing large-scale projects within the past three years; an established in-house Information Technology system for proposal submission, review, and tracking with documented proposal volumes; established Information Security practices; ability to complete evaluations for 100 applicants within 60 calendar days with no conflicts of interest; ability to manage 10-20 projects during a 12-month period with detailed project management structure; professional CVs of technical, medical, business, and other relevant personnel; description of available facilities and equipment; and general company information including company name, address, website, point of contact details, GSA Schedule contracts, company type per SAM, and UEI number. The coordination center must provide standard operating procedures for internal workflows, IT and Information Security systems, multi-domain expertise in medical devices and diagnostics, proposal evaluation support, reviewer feedback consolidation with funding recommendations, project management team convening, and milestone tracking and evaluation services. This notice does not obligate the government to award a contract or pay for submitted information, and responses should not include proprietary, classified, confidential, or sensitive information.

National Institute of Biomedical Imaging and Bioengineering (NIBIB) Innovation Funnel Coordination Center Sources Sought Notice
This is a Sources Sought notice. This is not a solicitation for proposals, proposal abstracts, or quotations.
The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement.
Background
In response to the 2019 pandemic, the NIH Rapid Acceleration of Diagnostics (RADx) Initiative was created to speed innovation in the development, commercialization, and implementation of medical technologies. Operating with an innovation funnel model, RADx was designed to compress the customary technology development timeline, helping technologies reach the marketplace 2-5x faster.
This was accomplished by employing, in parallel, expert teams to address technical, regulatory, clinical, and commercialization requirements. Leveraging this infrastructure, it is envisioned that innovations in diagnostic technologies will enable preparedness for future pandemics, as well as provide advances to the current healthcare paradigm.
The program hopes to continue efforts to support the acceleration of novel, diagnostic and monitoring technologies for use across a broad range of clinical indications and use settings. The fundamental operations of the program are supported by a centralized Coordination Center, responsible for all day-to-day activities including proposal solicitation, electronic proposal submission, data management, proposal evaluation, project management, website management, technical and business support, coordination of clinical and commercialization resources, drafting standard operating procedures, and delivering progress reports.
Capability Statement Requirements for the Coordinating Center
Sources that believe they possess the capabilities necessary to undertake this work should submit complete documentation of their capabilities to the Contracting Officer. Capability Statements will be evaluated based on the following requirements:

6. Demonstrate ability to manage 10-20 projects during a 12-month period. Include details on project management team structure and ongoing evaluation procedures.
7. CVs detailing the professional qualifications of technical and medical experts, entrepreneurs and business experts, and other personnel as it relates to the above outlined requirements,
8. A description of general and specific facilities and equipment currently available, including computer equipment and software (i.e., detail what equipment/software/internet backbone is on hand to complete this task), and
9. Any other information considered relevant to this program.
10. General information
