Notice of Intent for Non-Competitive Award

The National Institutes of Health (NIH) issued this Notice of Intent to award a Firm-Fixed-Price Purchase Order to Becton, Dickinson and Company (BD) for maintenance services on a BD FACS ARIA FUSION flow cytometer system (Contract Number 75N98027Q00068). The award is being made in accordance with FAR Part 6.302-1, which permits non-competitive procurement when a unique requirement exists. The BD FACS ARIA FUSION is a high-performance flow cytometry system used by the National Human Genome Research Institute (NHGRI) Flow Core for fluorescence-based cell population identification, rare cell subset isolation, and preparation of purified cell fractions for molecular and cellular analyses. The system's compact design makes it suitable for shared core facilities requiring reliable, reproducible cell sorting capabilities.

The maintenance contract will provide continued support including preventative maintenance, technical support, parts replacement, and software revisions necessary to ensure uninterrupted operation of the instrument. NIH emphasizes that without this service contract, instrument failure would halt research progress and result in loss of prior research investments. Although this is not a competitive procurement, small businesses (including 8(a), service-disabled veteran-owned, HUBZone, small disadvantaged, veteran-owned, and women-owned small businesses) may submit written capability statements demonstrating their ability to perform the requirement by the deadline of 8:00 p.m. EST on November 11, 2026, sent to david.shen@nih.gov. Award is anticipated approximately ten days after the notice date, unless the Government determines that another vendor possesses the capability to meet the requirement.

Notice of Intent: Maintenance contract for FACS Aria flow cytometer

(75N98027Q00068)

In accordance with FAR Part 6.302-1, the National Institutes of Health intends to award a Firm- Fixed-Price Purchase Order to Becton, Dickinson and Company.

The BD FACS ARIA FUSION is a flow cytometry system designed for high-performance cell analysis and sorting in research laboratory settings. The BD Biosciences FACS ARIA FUSION is used by the NHGRI Flow Core for fluorescence-based cell population identification, isolation of rare cell subsets, and preparation of purified cell fractions for molecular and cellular analyses. Its compact footprint and integrated design make it well suited for shared core facilities and laboratory environments requiring reliable, reproducible cell sorting capabilities. The service contract is necessary for continued maintenance, technical support, preventative maintenance, parts, and software revisions for this flow cytometer. Without a service contract and in the event of instrument failure, the BD FACS ARIA FUSION would not be available and progress on projects would be halted, and the investments already made to research would be lost.

This notice is not a request for competitive quotes. However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.

It is anticipated that an award will be issued approximately ten (10) days after the date of this notice unless the Government determines that another vendor has the capability to meet this requirement.

Please email responses to david.shen@nih.gov no later than 8:00 p.m. EST on November 11, 2026.
