COMBINED SYNOPSIS / SOLICITATION (COMPETITIVE)
Title: Purchase of One (1) NVision POLARIS Parahydrogen-Induced Polarizer (Brand Name or Equal)
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued.
(ii) The solicitation number is 75N98027Q00061. This solicitation is issued as a competitive combined synopsis/solicitation for commercial products or commercial services (Brand Name or Equal in accordance with FAR 52.211-6). The Government intends to award a contract or purchase order resulting from this solicitation using full and open competition.
This acquisition is conducted under the authority of FAR 12.603, Streamlined Solicitation for Commercial Products or Commercial Services (and FAR Subpart 13.5, as applicable).
The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, seeks to award a Firm-Fixed-Price (FFP) Purchase Order/Contract in U.S. Dollars (USD) to the responsible offeror whose proposal represents the best value to the Government.
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01 and effective date 03/13/2026.
(iv) The associated NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing), and the small business size standard is 1,000 employees.
• This requirement is unrestricted.
(v) Description of Requirement:
Statement of Need and Objectives:
The Chemical Synthesis Center (CSC) at NHLBI serves as a shared NIH resource that provides specialized synthetic chemistry, isotopic labeling, and molecular probe development expertise to investigators across multiple Institutes and Centers. CSC is in need of acquiring the NVision POLARIS Preclinical PHIP-polarizer (Brand Name or Equal) because the instrument will significantly expand CSC's ability to develop and evaluate next-generation molecular imaging probes for NIH investigators. CSC routinely synthesizes isotopically labeled compounds, novel metabolic tracers, and targeted molecular probes;
however, the ability to rapidly assess the hyperpolarization performance and imaging potential of these newly developed agents is currently limited. The POLARIS system will provide a critical capability for screening and optimizing hyperpolarizable ¹³C-labeled compounds during probe development, enabling a direct path from chemical synthesis to biological validation. This capability will benefit a broad range of NIH-supported research programs, including cancer, fibrosis, cardiovascular disease, pulmonary disease, inflammation, and metabolic disorders. By integrating hyperpolarization technology with CSC's existing expertise in synthetic chemistry and isotope labeling, the instrument will establish a shared translational platform that accelerates the development of innovative imaging agents and expands the services CSC can provide to investigators across multiple NIH Institutes and Centers, including:
• NCI (cancer metabolism)
• NHLBI (cardiovascular disease, fibrosis)
• NIDDK (metabolic disorders)
• NINDS (neurodegeneration)
• NIAAA (liver disease)
• NIBIB (imaging technology development)
The instrument provides hyperpolarized MRI using parahydrogen induced polarization (PHIP) on demand at very high levels of polarization.
