Pre-Solicitation Notice Summary

This pre-solicitation notice (75N98026R00176) announces the National Institute of Biomedical Imaging and Bioengineering's (NIBIB) intent to modify an existing Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract (75N92022D00014) with the Massachusetts General Hospital Consortia for Improving Medicine with Innovation and Technology (CIMIT) on a non-competitive basis. The modification will increase the IDIQ ceiling value to continue core operational activities for the Rapid Acceleration of Diagnostics (RADx-Tech) innovation funnel, a program designed to accelerate development, commercialization, and implementation of health technologies. The contracting office is R&D and Professional Services - Division B within the Office of the Director at the National Institutes of Health, with primary point of contact Melanie Suarez (melanie.suarez@nih.gov). The anticipated modification award date is November 2026.

The requirement involves providing product commercialization expertise and resources to support NIH translational activities through three coordinated innovation funnel centers: a Coordination Center responsible for operational oversight, workflows, and day-to-day management; a Commercialization Center responsible for identifying subject matter experts and providing commercialization assistance; and a Validation Center providing technical and clinical validation services. The Coordination Center must manage application solicitation, electronic submission, data management, project management, website management, resource coordination, and progress reporting. This pre-solicitation invites capability statements by October 13, 2026 at 3:00 p.m. EST, submitted electronically to Melanie Suarez and Contract Specialist Noelle Decenzo (noelle.decenzo@nih.gov), with responses addressing staffing, professional qualifications, facilities, previous similar projects, and SAM.gov registration confirmation. The Government retains discretion to determine whether to proceed non-competitively or conduct future competitive procurement.

Pre-solicitation Notice

Type: Pre-Solicitation Notice Number: 75N98026R00176 Title: National Institute of Biomedical Imaging and Bioengineering (NIBIB) Innovation Funnel Coordination Center Classification Code: A – Research & Development NAICS Code: 541614 - Process, Physical Distribution and Logistics Consulting Services Posted Date: September 28, 2026 Response Date: October 13, 2026 Primary Point of Contact: Melanie Suarez, Contracting Officer, melanie.suarez@nih.gov

Contracting Office Address R&D and Professional Services -Division B, OALM, Office of the Director, National Institutes of Health

Introduction The National Institute of Biomedical, Imaging, and Bioengineering (NIBIB) intends to award a modification to Indefinite-Delivery/Indefinite-Quantity (IDIQ) Contract No. 75N92022D00014, facilitating the requirements of the Rapid Acceleration of Diagnostics (RADx-Tech) initiative, an innovation funnel aimed at increasing the speed of development, commercialization, and implementation of health technologies, without providing for full and open competition (including brand-name) to the Massachusetts General Hospital Consortia for Improving Medicine with Innovation and Technology (CIMIT). The IDIQ ceiling value for Contract No. 75N92022D00014 will be increased through a modification action to accommodate and to continue core operational activities outlined in the Statement of Work (SOW). It is anticipated that the modification will be issued around November 2026. THIS IS A SYNOPSIS. THIS IS NOT A SOLICITATION.

Background

In response to the COVID-19 pandemic, the NIBIB created the Rapid Acceleration of Diagnostics (RADx-Tech) initiative, an innovation funnel aimed at increasing the speed of development, commercialization, and implementation of technologies for COVID-19 testing. The RADx-Tech innovation funnel was designed to compress the customary technology development timeline from years down to just months. This was accomplished by employing, in parallel, expert teams of contracted consultants to assist technology developers in addressing technical, regulatory, clinical, and commercialization requirements. It is envisioned that further acceleration of healthcare innovations will enable greater preparedness for future pandemics, as well as provide significant advances to the current healthcare paradigm across a broad range of clinical indications. In an effort to leverage the RADx-Tech model for rapid acceleration of innovative technologies, the NIBIB requires highly specialized and uniquely experience contracted personnel capable of proving critical project, program, and portfolio support.

The innovation funnel has been structured as a collaborative network of centers that each serve critical roles in accelerating technology development progress. The three centers, Coordination Center, Commercialization Center, and Validation Center, will be required to communicate and mailto:melanie.suarez@nih.gov interact routinely within the various innovation funnel processes. The Coordination Center will be responsible for overall operational oversight and guidance, ensuring standard operating procedures and streamlined workflows for project review and management. The Commercialization Center will be responsible for identifying and selecting subject matter experts who will support the innovation funnel processes, such as project review, project management, and commercialization assistance. The Coordination Center and Commercialization Center partner closely to determine expertise gaps and fill needs as appropriate. The Validation Center will be responsible for providing technical and clinical validation services, verifying progress of prototype technologies against key performance and design metrics. The Validation Center will harmonize services with the workflows from the Coordination Center and the experts of the Commercialization Center. Working in concert, the three innovation funnel centers enable parallel efforts that greatly increase the efficiency of the funnel.

The objective of this requirement is to provide product commercialization expertise and resources to various NIH translational activities.

Objectives Indefinite Delivery-Indefinite Quantity (IDIQ) contract 75N92022D00014 is for a single vendor that requires specialized and comprehensive strategic, technical, and operational levels of support for NIH translational activities. Critical to the governance and implementation of complex funding initiatives is centralized coordination of processes, workflows, and resources. The Coordination Center is responsible for all day-to-day activities including communication and scheduling, application solicitation, electronic application submission, data management, application evaluation, project management, website management, technical and business support, coordination of clinical and commercialization resources, drafting standard operating procedures, and delivering progress reports.

Continued synchronization of all aspects of this IDIQ is important for successful completion of the program.
