About this file
This is Amendment 0002 to a Request for Proposals (RFP) for janitorial services at the National Institutes of Health (NIH), National Institute of Environmental Health Sciences (NIEHS) campus in Research Triangle Park, North Carolina. The amendment, issued by the NIH Division of Simplified Acquisition Policy & Services on July 6, 2026, provides the Government's responses to a Request for Information (RFI-1) and includes a copy of the current Collective Bargaining Agreement (CBA). The contract is an 8(a) set-aside competitive procurement with a period of performance from September 1, 2026 to August 31, 2027. Proposals are due July 27, 2026 at 1:00 PM EST per SF 1449.
The RFI responses address 29 questions covering operational scope, staffing, wage determination, and contract administration. Key clarifications include: (1) FAR 52.219-14 (Limitations on Subcontracting) applies with a 50 percent cost cap on non-similarly situated entity subcontractors; (2) interstitial cleaning of 315,945 sq ft shall occur twice during the contract period (years one and three), not once as in prior contracts; (3) special event support requires 240 hours throughout the five-year period; (4) the facility comprises approximately 361,258 sq ft with 81 restrooms; (5) NIEHS will not provide incumbent staffing levels, consumables historical volume, or employee seniority information; (6) key personnel (Project Manager, Assistant Project Manager, Quality Control Representative) may be subcontractor employees but must comply with specified reporting requirements; (7) Service Contract Act wage determination 2015-4375, Revision 33 (dated May 13, 2026) applies with H&W fringe benefits; and (8) past performance will be evaluated based on submitted contract information with no required format or PPQ submission unless specified. The attached CBA, effective July 1, 2025, covers General Cleaners and Floor Technicians with wages of $19.20 and $19.95 respectively, includes health and welfare benefits of $5.50 per hour, pension contributions, and standard leave provisions.

2 Limitations on Subcontracting FAR 52.219-14 / Section I;
NAICS 561720
Please confirm which Limitations on Subcontracting clause and paragraph apply to this 8(a) set-aside (FAR 52.219-14) and the required percentage of the cost of contract performance (excluding materials) the prime must self-perform. Will work performed by “similarly situated entities” count toward the prime’s self-performance requirement?
FAR 52.219-14, Limitations on Subcontracting (DEVIATION 2021-O0008), applies to this competitive 8(a) procurement. In accordance with the clause, for a contract principally for services, the prime contractor shall not pay more than 50 percent of the amount paid by the Government under the contract to firms that are not similarly situated entities. Work performed by one or more similarly situated entities will count toward the prime contractor's performance requirement in accordance with FAR 52.219-14 and applicable SBA regulations. (Michele)
3 Subcontractor / Teaming Partner Past Performance
Section M.5; Section L.5
May an offeror rely on the recent and relevant past performance and experience of a proposed subcontractor or teaming partner that will perform a substantial portion of the work? If so, what documentation should be submitted to demonstrate that experience?
The prime contractor may submit relevant Contractor Performance Assessment Reporting System (CPARS) evaluations as evidence of its past performance. At a minimum, the contractor should provide the following for each reference: Contracting agency or customer name Contract number Period of performance Total contract value Facility square footage A current point of contact, including name, telephone number, and email address A description of the facility (e.g., hospital, clinic, research laboratory, office building, or similar facility) A description of the janitorial services performed, including the scope and complexity of the work Contractors are encouraged to provide any additional information they believe is relevant to demonstrating their experience and past performance.
4 Key Personnel – Employer of Record PWS 10.2.2, 10.2.3, 10.2.4,
10.2.5 The PWS requires a full-time on-site Project Manager, Assistant Project Manager, and Quality Control Representative. May these key personnel be employees of a subcontractor or teaming partner, or must they be direct employees of the prime offeror? Please confirm any restriction on the QC Representative’s reporting line when personnel are employed by different firms.
Staffing of these positions is at the contractor's discretion. However, the contractor shall comply with the mandatory requirements specified in Sections 10.2.2, 10.2.3, and 10.2.4, including reporting relationships and other position-specific requirements.

5 Incumbent Staffing Levels PWS 10.2.1 To support accurate staffing and pricing, please provide the incumbent’s current staffing: total full-time equivalents, labor categories/classifications, and shift schedules currently used to perform the requirement.
The requested information is not available to the Government.
6 Collective Bargaining Agreement (CBA) Section L (“CBA: Yes”);
SCA WD 2015-4375; FAR
52.222-41 / 52.222-17
The solicitation states a CBA is in place. Please provide a copy of the current Collective Bargaining Agreement, including wage rates and fringe benefits by classification, and confirm whether FAR 52.222-41 (Service Contract Act) and 52.222-17 (Nondisplacement of Qualified Workers) apply to this procurement.
Attachment 1 – Collective Bargaining Agreement (CBA). The current Collective Bargaining Agreement applicable to the incumbent contract is attached to this amendment for informational purposes. (Michele)
7 Incumbent Wages & Seniority List SCA §4(c); FAR 52.222-41
Please provide the incumbent’s current wage and fringe rates by labor classification and a seniority list of incumbent employees (hire dates, classifications, accrued benefits), so offerors can account for successor wage and nondisplacement obligations.
The Government has provided all information required for proposal preparation. If applicable, the solicitation includes the appropriate wage determination and/or collective bargaining agreement. The Government will comply with applicable FAR requirements regarding successor contractor information. No additional incumbent employee compensation or seniority information will be provided.
8 Consumable Supplies – Historical Volume PWS 4.1 (and 4.1.1–4.1.4) Please provide historical annual consumption or spend for contractor-furnished consumables (paper towels, toilet tissue, seat covers, hand/bar soap, hand sanitizer, sanitary products, and can liners) to support accurate pricing.
The requested information is not available to the Government.
9 Square Footage – Detailed Breakdown PWS 1.1–1.3 Please confirm the carpeted vs. hard-floor square footage by building and whether the 361,258 sq ft total represents net cleanable area. Is a detailed room-by-room or floor-plan area schedule available to offerors?
The square footage listed in the PWS is correct. Renovations and space reconfigurations may occur throughout the contract period, resulting in changes to flooring types based on room usage. Floor plans will not be provided.
10 Task 9 – Estimated Quantities Section B (Task 9A/9B);
PWS Task 9
Please confirm the basis and period for the Task 9 estimates — Task 9(A) Interstitial cleaning of 315,945 sq ft and Task 9(B) Special Events at 240 hours. Are these per-period (annual) estimates, and what has been the historical actual usage over the current contract?
Interstitial cleaning shall be performed during the first and third years of the contract. Special event support hours apply throughout the entire five-year period of performance. The square footage identified in the PWS is correct. This additional cleaning was determined to be necessary to maintain a safe working environment for personnel accessing and working within the interstitial spaces.
11 Clinical Research Unit (CRU) – Infection Control
PWS 5.10; PWS
Attachment 2
For the CRU (Levels I–V), please provide the current cleaning and infection-control protocols/SOPs and confirm whether any certifications or specialized training beyond OSHA/CDC/JCAHO standards are required for personnel performing this work.
The Government does not maintain standard operating procedures (SOPs) or cleaning protocols specific to the Clinical Research Unit (CRU). The contractor can develop and implement its own SOPs and cleaning protocols consistent with applicable OSHA, CDC, and Joint Commission (formerly JCAHO) standards, as well as all other applicable federal, state, and local regulations.
12 Transition / Phase-In Period PWS 10.1.1
Will the Government provide a phase-in/transition period prior to the September 1, 2026 start, and will it be separately compensated? Will the incumbent be required to permit shadowing during transition, and what transition duration is anticipated?
No separate phase-in period is currently contemplated. The contractor shall be prepared to assume full performance on the contract start date. However, the Government anticipates conducting post-award transition meetings and coordination activities prior to the commencement of performance.
The Government will not require the incumbent contractor to permit the incoming contractor to shadow its employees. If the incumbent contractor voluntarily agrees to allow shadowing or other transition assistance, the Government will not interfere with those arrangements, provided they do not adversely affect contract performance or Government operations.
13 Government-Furnished Space & Utilities PWS 10.x (Facilities / Janitorial Closets)
Please confirm the janitorial closets and on-site office space that will be Government-furnished (approx. square footage and locations), and whether utilities and secure storage for equipment and supplies are provided at no cost to the Contractor.
Please refer to Sections 3.2 and 3.3 (Space) of the PWS for the approximate square footage and locations of Government-furnished space. Refer to Section 3.1 (Utilities) of the PWS for information regarding Government-furnished utilities.
Janitorial supplies shall be furnished by the contractor. Please refer to Section 1 (Scope) and Section 4 (Contractor-Provided Materials and Equipment) of the PWS for the contractor's supply requirements.
14 Restroom & Fixture Counts PWS 5.1.1
Please confirm the total restroom count (PWS references approximately 81) and provide fixture counts (toilets, urinals, sinks, and dispensers) to support staffing and supply planning.
NIEHS currently maintains 81 restrooms, with the total number subject to increase or decrease due to construction projects, renovations, or facility consolidation efforts. Each restroom contains one to six sinks and a corresponding number of commodes, with an average of two sinks and two commodes per restroom.
Approximately 40 of the restrooms are men's restrooms, each containing an average of two waterless urinals.
15 Wage Determination & Option-Year Price Adjustment
SCA WD 2015-4375, Rev.
33 (5/13/2026); FAR
52.222-43
Please confirm that WD 2015-4375, Rev. 33 is the applicable wage determination for award, and describe how mid-performance wage determination revisions and option-year SCA price adjustments will be administered (e.g., under FAR 52.222-43).
Wage Determination No. 2015-4375, Revision 33, dated May 13, 2026, is the applicable Service Contract Labor Standards Wage Determination for this solicitation. The contract incorporates FAR 52.222-43, Fair Labor Standards Act and Service Contract Labor Standards—Price Adjustment (Multiple Year and Option Contracts). In accordance with that clause, if a revised Wage Determination or a new Collective Bargaining Agreement becomes applicable at the exercise of an option period, the Contracting Officer will incorporate the applicable wage determination or CBA into the contract. The Contractor may request an equitable price adjustment as provided by FAR 52.222-43 for the actual increases or decreases in wages and fringe benefits, including the associated increases or decreases in social security, unemployment taxes, and workers' compensation insurance, but excluding general and administrative costs, overhead, or profit on those adjustments.
Past Performance Verification Method Section L.5; Section M.5
Section M.5 states that past performance will be evaluated for recency and relevancy but does not identify the documentation or verification method the Government will use. How will the Government verify recency and relevancy? Does the Government require offerors to submit PPQs completed by contract references or CPARS?
The Government will evaluate past performance based on the information submitted by the Offeror in accordance with Section L of the solicitation. Recency and relevancy will be assessed by reviewing the submitted contract information, including the scope, size, complexity, and period of performance of the referenced contracts. The Government may verify the information provided by contacting the identified points of contact and by reviewing information available from Government sources, including the Contractor Performance Assessment Reporting System (CPARS), where applicable. Offerors are not required to submit completed Past Performance Questionnaires (PPQs) or CPARS reports with their proposal unless otherwise specified in the solicitation.
Past Performance Relevancy Criteria Section M.5
Section M.5 defines relevant past performance as work of similar scope, size, and complexity but does not establish quantifiable criteria such as minimum contract value, square footage, or number of comparable facilities. Without defined thresholds, offerors have no consistent basis for selecting references, and the evaluation has no measurable standard to apply uniformly across offerors. Will the Government provide quantifiable relevancy criteria for Volume II submissions?
The contractor shall demonstrate relevant past performance by providing examples of contracts similar in scope, size, complexity, and technical requirements to this requirement. The Government will consider factors such as the square footage maintained, the types of facilities serviced (e.g., research laboratories, clinical facilities, office space, and support areas), and the contractor's demonstrated ability to maintain cleanliness and sanitation standards appropriate for laboratory and clinical environments.
Past Performance Reference Data Requirements Section L.5
Section L.5 requires offerors to submit past performance references and supporting information but does not specify the required content for each reference. Please confirm whether each reference must include the contracting agency, contract number, period of performance, total contract dollar value, facility square footage, and a Government point of contact with current telephone number and email.
Each past performance reference should include the following information:
Contracting agency or customer name Contract number Period of performance Total contract value Facility square footage A current point of contact, including name, telephone number, and email address A description of the facility (e.g., hospital, clinic, research laboratory, office building, or similar facility) A description of the janitorial services performed, including the scope and complexity of the work The Government will evaluate the relevance of each reference based on the similarity of the facility type, square footage, complexity of the services performed, and the contractor's demonstrated ability to maintain cleanliness and sanitation standards in comparable environments.
19 Estimated Hours Task 9(B)
Is 240 Estimated Hours expected to occur during regular business hours, after hours, weekends or holidays?
The majority of the required work is expected to be performed during normal business hours. After-hours and weekend work may be required on an occasional basis; however, based on historical performance, no such work has been required during the past 10 years.
20 315,945 sq ft Task 9(A)
Can the Government clarify the anticipated frequency and historical annual utilization of Interstitial Cleaning services?
Under previous janitorial contracts, interstitial cleaning was performed once during the five-year contract period. Under this contract, interstitial cleaning shall be performed twice: once during the first year and again during the third year of the contract. The timing of each cleaning shall be coordinated with the COR and may be adjusted to accommodate facility operations.
This additional cleaning requirement was determined to be necessary to maintain a safe working environment for personnel accessing and working within the interstitial spaces.
21 Staffing Task 8
Is Task 8 expected to be fully staffed within the fixed monthly price, or are services ordered only at the COR's discretion? Can historical utilization be provided?
This is a firm fixed price contract. The contractor is responsible for developing its own pricing methodology.
The contractor shall maintain NIEHS facilities in a clean, sanitary, and consistently maintained condition. Performance of the services identified in Tasks 5.8.1 through 5.8.4 shall be at the contractor's discretion as necessary to maintain the required appearance and cleanliness standards established in the PWS.
Services identified in Tasks 5.8.5 through 5.8.7 shall be performed only when directed or coordinated by the COR.
22 Stripping and Carpet PWS Can the Government provide the approximate annual square footage historically stripped and refinished and the annual square footage carpet extracted?
Please refer to Sections 1.1 through 1.4 of the PWS (NIEHS Campus) for detailed square footage information.
23 Emergency Work Task 8
Emergency Work - Can the Government provide historical data regarding emergency or unscheduled janitorial call-outs over the previous three years
The janitorial contractor has not been required to respond to any after-hours emergency or unscheduled service requests during the past three years. During normal business hours, the contractor has been directed to respond to incidental spills and similar cleanup requests approximately once per month, on average, over the same three-year period.
24 Badging 10.5.2
What is the anticipated processing time for contractor employee background investigations and badge issuance?
The official badge processing time is 22 business days. After submitting the badge application, the applicant must respond promptly to any emails requesting additional information. Delays in responding will extend the overall processing time.
The total time required to complete the badge process depends on both the Government's processing time and the applicant's timely completion of all required actions.
Once issued, the badge is valid for five years, provided there are no changes requiring the badge to be updated or reissued.
25 Past Performance Section M
Is there a required format for past performance references?
There is no prescribed format for submitting past performance information. At a minimum, the contractor should provide the following for each reference:
Contracting agency or customer name Contract number Period of performance Total contract value Facility square footage A current point of contact, including name, telephone number, and email address A description of the facility (e.g., hospital, clinic, research laboratory, office building, or similar facility) A description of the janitorial services performed, including the scope and complexity of the work Contractors are encouraged to provide any additional information they believe is relevant to demonstrating their experience and past performance.
26 Changes Solicitation
Is there any major/significant changes on this solicitation compared to current contract?
Under previous janitorial contracts, interstitial cleaning was performed once during the contract period. Under this contract, interstitial cleaning shall be performed twice: once during the first year and again during the third year of the contract. This additional cleaning was determined to be necessary to maintain a safe working environment for personnel accessing and working within the interstitial spaces.
27 Key Personnel Solicitation Section C Please clarify the proposal requirements for key personnel. Specifically, are resumes required with the proposal, or may they be submitted prior to contract commencement as referenced in Section C
Resumes for all required key personnel shall be submitted with the contractor's proposal.
28 Exterior Site Visit
I know during site visit it was stated that contractor is responsible for 30 feet from building, is that just keeping the area clean or does this include snow and ice removal?
The contractor shall be responsible for collecting and removing litter and trash located within 30 feet of each building entrance and perimeter, in accordance with the requirements of the PWS, section
5.2.12 (Grounds, Patios, and Areas Adjacent to Buildings (30 ft) and 5.3.1 (Docks, Loading & Utility Access Areas, and Exterior Trash Receptacles.)
29 Scope of Work
“The revised PWS appears to expand the scope of work relative to prior contract 75N99021C00013, including interstitial space cleaning, expanded CRU requirements, and additional periodic tasks. Can the Government confirm whether these elements represent new workload requirements compared to the previous contract?”
The latest revision to the PWS incorporates clarifications to various sections and includes information requested in response to previous RFIs. No new tasks have been added, with the exception of an additional interstitial cleaning requirement.
Under the previous contract, interstitial cleaning was performed once during the five-year contract period. The revised PWS requires interstitial cleaning during the first and third years of the contract. This additional cleaning was determined to be necessary to maintain a safe working environment for personnel accessing and working within the interstitial spaces.
