About this file
This is Amendment 0001 to a Request for Proposals (RFP) for janitorial services at the National Institute of Environmental Health Sciences (NIEHS) facility located at Research Triangle Park, North Carolina. The amendment updates evaluation criteria sections M.1, M.2, M.4, and M.7 of the original RFP.
This is a Total Small Business Administration (SBA) 8(a) competitive set-aside under NAICS Code 561720, and only SBA-certified 8(a) concerns are eligible to submit proposals. The solicitation encompasses janitorial and custodial services for approximately 361,258 square feet across multiple buildings including laboratories, offices, clinical research areas, and mechanical rooms. The contract includes a base period from September 1, 2026 to August 31, 2027, with four one-year option periods and one six-month option period, for a maximum total duration of five years and six months. The contracting activity is the National Institutes of Health, Division of Simplified Acquisition Policy & Services, OALM, located in Bethesda, Maryland. The current contractor is Melgar Facilities Management under contract 75N99021C00013, expiring August 31, 2026. Proposals are due July 27, 2026 at 1:00 PM EST via email to michele.johnson@nih.gov, with a mandatory site visit scheduled for July 9, 2026 at 9:30 AM EST. The Government intends to award using a Lowest Price Technically Acceptable (LPTA) source selection methodology, evaluating proposals on technical approach, past performance, and price on an Acceptable/Unacceptable basis with no price-technical tradeoffs. Pricing is structured as firm-fixed-price for ten distinct janitorial service tasks with varying frequencies (daily, weekly, monthly, quarterly, semi-annual, and annual), plus on-call and emergency services.

2. Definitions and Explanations
2.1 Chalkboards / Marker Boards
Unless marked “DO NOT ERASE” or “SAVE,” boards shall be cleaned to remove all writing, dust, streaks, marks, and smudges from the surface, trays, and frame. Erasers shall be cleaned. Boards containing written data shall not be erased unless a “WASH–SAVE” sign indicates “WASH.”
2.2 Metal and Ceramic Fixtures
All metal and ceramic fixtures shall be cleaned (e.g., sinks, fountains, wall cabinets, water distribution enclosures, tables, stools, surgical lamps, wall-hung fire extinguishers, faucets).
2.3 Drinking Fountains
Disinfect all porcelain and polished metal surfaces, including orifices and drains. Cleaning shall include the cabinet/enclosure. After cleaning, the fountain shall be free from streaks, stains, spots, smudges, scale, and other soil.
2.4 Floor Maintenance
2.4.1 General
All services to floor coverings and tiles shall follow manufacturer recommendations unless otherwise approved in advance by the COR. Cleaning includes all open and covered areas (e.g., under furnishings, mats, runners). Use hand operations to clean corners and locations inaccessible to equipment. Restore furniture and furnishings to proper locations after cleaning. Unsatisfactory work shall be corrected the same day at no additional cost to the Government.
2.4.2 Carpets and Rugs
A properly cared-for carpet/rug is free of dirt, streaks, stains, and spots, with bright uniform color.
After vacuuming/cleaning, carpeted floors shall be free of visible litter and soil. Remove spots when noticed. Follow manufacturer recommendations. Report tears, burns, and raveling to the COR.
2.4.3 Uncarpeted Floors
Maintain sanitary conditions and protect floors from damage. Provide floor maintenance to all areas, including those inaccessible to machines. Tilt or move chairs, receptacles, and easily movable items to maintain floors underneath. After maintenance, floors shall have a uniform, glossy appearance free of scuffs, heel marks, stains, and discoloration.
Perform cleaning per schedule (daily/nightly/weekly/monthly/quarterly/seasonal): thorough machine scrubbing or stripping (depending on floor type) with detergent, removing all old wax/soil before applying new wax. Maintain per manufacturer’s recommendations. Use UL-approved slip-resistant wax where waxing is required. Maintain uniform appearance in traffic areas. After wax dries, machine-buff to a polished/high-gloss finish the same night it is applied. Remove splatters from baseboards, furniture, and receptacles. Do not place chairs, wastebaskets, or other items on tables/desks.
Strip and wax uncarpeted floors approximately every six months at times agreed to by the COR.
Some coverings require no waxing—only stripping and buffing/burnishing. A “gloss restore” is accomplished by damp mopping with mild solution, then buffing; repeated buffing enhances gloss.
Computer Rooms: Raised floors (with underfloor cable/conduit) shall be cleaned by removing/replacing panels to access and clean underneath. Clean as necessary to remove dust/dirt/spills/spots without removing cabling/conduits, primarily via vacuuming, dusting, and damp wiping. Clean raised floor surfaces in place.
Ceramic Tile: Clean with a tile/grout machine. Do not use excessive chemicals that deteriorate tile/grout. Follow manufacturer recommendations.
2.5 Clean (Definition)
“Clean” means free of dirt, dust, spots, streaks, stains, smudges, litter, debris, and any residue.
2.6 Contracting Officer (CO)
The person with authority to enter, administer, and/or terminate contracts and make related determinations and findings. Includes authorized representatives acting within delegated authority.
2.6.1 Contracting Officer Representative (COR)
The individual is designated as responsible for Government monitoring and technical direction of this contract.
2.7 Contractor
Refers to both the prime contractor and any subcontractors. The prime contractor shall ensure subcontractor compliance with this contract.
2.8 Contractor Deficiency Report (CDR)
A report identifying defective performance and requiring the Contractor to provide cause, corrective actions, and measures to prevent recurrence.
2.9 Disinfect (Definition)
Cleaning to destroy harmful microorganisms by application of an approved chemical agent.
2.10 Facility (Definition)

2.13 Regular (Normal) Working Hours
8:00 a.m. to 5:00 p.m., Monday–Friday, excluding Federal Holidays and other days designated by the
CO.
Working hours are at the discretion of the contractor. Normal operating hours at NIEHS are 8:00 a.m.
to 5:00 p.m. However, contractors often utilize a second shift to perform more disruptive tasks, such as those identified under Task 2, including restroom deep cleaning, floor stripping, and floor finishing, to minimize impacts on building occupants and facility operations.
Federal Holidays:
New Year’s Day Martin Luther King Jr. Day Presidents' Day Memorial Day Juneteenth Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Day Christmas Day
2.14 Waste Receptacles
Trash receptacles, wastebaskets, trash cans, wastepaper baskets, or any container holding trash, paper, or refuse.
