About this file

This is a Requirements Document for the acquisition of a 384-channel liquid-handling pipetting head for the National Institute of Environmental Health Sciences (NIEHS), Division of Translational Toxicology. The Mechanistic Toxicology Branch seeks to increase laboratory capacity for high-throughput liquid handling to support translational toxicology research involving human-based microphysiological systems and advanced 3D cellular models, funded through an external NIH grant in collaboration with the National Center for Advancing Translational Sciences (NCATS) via a Complement-ARIE grant award.

The contractor shall deliver one 384-channel liquid-handling pipetting head with a 5–125 µL operating volume range that is compatible with the existing 96/384 liquid-handling equipment at NIEHS. The equipment must provide simultaneous liquid handling across a 384-well format with controlled and reproducible liquid transfer suitable for routine high-throughput laboratory applications. The contractor must also provide installation, configuration, and comprehensive training for designated NIEHS laboratory personnel, including instruction on normal system operation, cleaning and maintenance, basic troubleshooting, and applicable operating procedures. The equipment must operate independently of NIEHS IT systems without requiring integration or IT support. The contract is structured as a firm-fixed price order with a delivery date of September 30, 2026, and place of performance at NIEHS Building 101, Room E145, Research Triangle Park, North Carolina. Acceptance requires successful delivery, installation, demonstration of 384-channel functionality within the specified volume range, and completion of installation and training. The contractor must identify warranty duration, scope of coverage, and any limitations or exclusions in the quotation.

REQUIREMENTS DOCUMENT

384-well Viaflo Head

1) Background and Introduction

The Division of Translational Toxicology (DTT) has a mission to improve public health through development of data and knowledge that are translatable, predictive, and timely.

The Mechanistic Toxicology Branch (MTB) within DTT conducts laboratory research to identify human health hazards and understand environmental toxicity through hybrid basic and applied science approaches that include development of new approach methods (NAMs) for toxicology research.

The MTB is pioneering innovative toxicology research with advanced cell systems such as human tissue chips and 3D organoid models to understand the adverse effects of chemicals, drugs, and natural products and develop innovative solutions for translational toxicology research.

2) Objectives:

The MTB seeks to increase laboratory capacity for high-throughput liquid handling using 384-well culture plates. The acquisition will provide an additional 384-channel liquid-handling pipetting head with a 5–125 µL operating volume range that is compatible with the existing 96/384 liquid-handling equipment at NIEHS.

This work is funded by an external NIH grant in collaboration with NCATS through a Complement-ARIE grant award to develop human-based microphysiological systems and test methods that better model human health, with the initial work focusing on liver.

3) Scope:

The Contractor shall provide one 384-channel liquid-handling pipetting head with a 5–125 µL operating volume range, in accordance with the requirements of this document and the applicable quotation. The pipetting head shall be compatible with the existing 96/384 liquid-handling equipment at NIEHS and shall increase laboratory capacity for high-throughput liquid handling within the required volume range.

The Contractor shall also provide applicable installation and training for the equipment at the NIEHS facility. Installation and training shall support rapid onboarding and use of the equipment by designated laboratory personnel. The equipment will operate independently of NIEHS information technology (IT) systems and will not require NIEHS IT support.

4) Intended Application:

The pipetting head shall support high-throughput liquid handling using 384-well culture plates and shall:

• Provide simultaneous liquid handling across a 384-well format;

• Operate within the required 5–125 µL volume range;

• Support reliable and reproducible liquid transfer for laboratory applications; and

• Support ongoing translational toxicology research involving human-based microphysiological systems and advanced 3D cellular models.

5) Technical Requirements:

5.1 384-Channel Pipetting Head:

The system shall provide a 384-channel pipetting configuration suitable for high-throughput liquid handling using 384-well culture plates.

The pipetting head shall have an operating volume range of 5–125 µL.

5.2 Compatibility:

The proposed pipetting head shall be compatible with the Government's existing 96/384 liquid-handling equipment at NIEHS.

The Offeror shall provide sufficient technical information to demonstrate compatibility with the existing equipment.

5.3 Liquid Handling:

The pipetting head shall provide controlled and reproducible liquid handling within the required 5–125 µL volume range.

The equipment shall be suitable for routine high-throughput laboratory liquid-handling applications.

5.4 Installation and Training:

The Contractor shall provide applicable installation, configuration, and training necessary to place the equipment into operational service.

Training shall provide sufficient instruction to enable designated NIEHS laboratory personnel to operate the equipment effectively.

5.5 IT Requirements:

The equipment shall operate independently of NIEHS IT systems and shall not require integration with NIEHS enterprise IT infrastructure or IT support for normal operation.

6) Type of Order

• Firm-fixed price

7) Delivery Date

• September 30, 2026

8) Place of Performance

• NIEHS Building 101, Room E145, RTP, NC 27709. The point of contact will be Dr. Jingli

Liu (Contractor) with support from Dr. Jonathan Diaz and Dr. Stephen Ferguson (Group Leader).

9) Installation and Configuration

The Contractor shall provide installation and configuration necessary to place the pipetting head into operational service with the existing NIEHS liquid-handling equipment.

Installation shall include, as applicable:

• Installation of the 384-channel pipetting head;

• Connection and configuration with the existing equipment;

• Operational checkout; and

• Demonstration that the equipment is ready for laboratory use.

10) Training

The Contractor shall provide training for designated NIEHS laboratory personnel, as applicable.

Training shall include:

• Normal system operation;

• Operation of the 384-channel pipetting head;

• Routine cleaning and maintenance;

• Basic troubleshooting; and

• Applicable operating procedures.

Training shall be sufficient to enable designated laboratory personnel to independently perform routine operation of the equipment.

11) Acceptance Criteria

The Government will evaluate the delivered equipment to determine whether it satisfies the requirements of this Requirements Document. Acceptance shall require:

• Delivery of the required 384-channel pipetting head;

• Successful installation and configuration with the existing NIEHS liquid-handling equipment;

• Demonstration of 384-channel liquid-handling functionality;

• Demonstration of operation within the required 5–125 µL volume range; and

• Completion of applicable installation and training.

NIEHS laboratory staff will verify functionality of the equipment and coordinate with technical scientific support to confirm operational success.

12) Warranty

The Offeror shall identify the warranty provided with the proposed equipment, including the duration and scope of warranty coverage. Any warranty limitations, exclusions, or additional maintenance requirements shall be identified in the quotation.
