About this file
This is a Requirements Document for the supply and integration of camera acquisition circuit boards for the National Eye Institute's (NEI) custom-built Adaptive Optics Optical Coherence Tomography (AOOCT) system.
The procurement requires delivery of four items: one Alazar ATS9380-001 frame grabber (10.4 GS/s sampling rate, 20.8 GB/s streaming rate, 12-bit resolution, DC to 5.0 GHz bandwidth, single-slot PCIe card); one ATS9416-002 16-channel frame grabber (100 MS/s per channel sampling, 3.5 GB/s streaming, 14-bit resolution, DC to 65 MHz bandwidth, single-slot PCIe card); one ATS9416-005 custom external clock (5 MHz to 100 MHz frequency range); and one ATS9416-035 custom signal cable (4-meter length with one end connecting to the ATS9416 board and 16 male BNC connectors on the other end). All pricing is to be determined ($TBD). The contractor must ensure full hardware-software compatibility with NEI's proprietary software drivers and light-source control interfaces for plug-and-play operation in the OP10 clinical facility without system architecture modifications. Delivery is required within 90 days after award, with a target date of September 25, 2026, and implementation completion in Fall 2026. The contract is structured as a Firm-Fixed-Price for non-severable services. Place of performance is National Institutes of Health, 10 Center Drive, Building 10, Room 9N240B, Bethesda, MD 20892. Technical acceptance will be verified by NEI staff confirming operational success. No government-furnished property or employee travel is required.

REQUIREMENTS DOCUMENT
1.0 BACKGROUND
The custom-built AOOCT at NEI clinical space OP10 has been used for patients’ imaging in the past a few years to study retinal diseases. The AOOCT system requires regular update and refreshing of hardware to complies with NEI clinical studies and clinical trials.
2.0 OBJECTIVES
These custom camera acquisition circuit boards for the existing custom-built AOOCT will enable the system to have potentials to find new retinal biomarkers that can’t be found in commercial retinal imaging devices, hence the potentials to expedite clinical studies and clinical trials.
3.0 SCOPE
The scope of this requirement encompasses the supply, delivery, and hardware-software integration support of one Alazar ATS9380 circuit board along with custom ATS9416 camera acquisition sub-components. The contractor shall deliver hardware fully compatible with NEI's current proprietary software drivers and light-source control interfaces, enabling direct plug-and-play operation in the NEI Op10 clinical facility without requiring system architecture modifications. Delivery of the equipment is required by September 25, 2026, with implementation completed in Fall 2026 to prevent operational downtime for ongoing clinical research activities.

5.0 ASSUMPTIONS
This custom-built AOOCT system has recently acquired the next generation imaging light source in ~6 MHz through a previous contract (PO# 75N98023P03120). This new light source requires doubled camera acquisition rate to match its doubled speed against the existing generation of the light source which is running at ~3 MHz. This SOW is based on the assumption that the new camera acquisition circuit board will be used to match the new imaging light source with minimum amount of customization because both new and existing camera acquisition circuit
