About this file

This is a Statement of Need (SON) for continued operation and maintenance support of an Agilent Seahorse Analyzer located in Building 35A, Pod D at the National Institutes of Health (NIH), within the Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD). The Seahorse Analyzer is a shared core resource utilized by multiple laboratories and Institutes/Centers across the NIH intramural research program and is essential for real-time measurement of cellular bioenergetics, specifically oxygen consumption rate (OCR) and extracellular acidification rate (ECAR), to advance research in cancer metabolism, neurodegeneration, immunology, and mitochondrial diseases.

The requirement includes on-site preventative maintenance, diagnostics, and repair services performed by manufacturer-certified technicians throughout the performance period of August 8, 2026 through August 7, 2027. Services must include access to proprietary software updates and calibration tools, use of genuine Agilent replacement parts and consumables, and training to designated NIH researchers and laboratory staff on optimized system operation, troubleshooting, and software updates during maintenance visits. No physical delivery or installation is required as the system is already operational. The procurement is being conducted by the Department of Health and Human Services National Institutes of Health Office of Logistics and Acquisition Operations under Solicitation Number 75N98026Q01115AGILENTPCANICHD08134 and is listed as a Pre-Solicitation.

STATEMENT OF NEED (SON)

1.0 TITLE

Continued Operation and Maintenance Support for Agilent Seahorse A D/DNCSB group. Analyzer in Building 35A, Pod D NICHD

2.0 BACKGROUND

The Agilent Seahorse Analyzer housed in Building 35A, Pod D, is a shared core resource utilized by multiple laboratories and Institutes/Centers (ICs) within the NIH intramural research program. This highly specialized metabolic analyzer is critical for real-time measurement of cellular bioenergetics, specifically oxygen consumption rate (OCR) and extracellular acidification rate (ECAR), which are essential for evaluating mitochondrial respiration and glycolysis. The instrument plays a key role in advancing research related to cancer metabolism, neurodegeneration, immunology, and mitochondrial diseases. Consistent operational performance of this system is essential to ensure data quality, experimental reproducibility, and timely progress of high-priority research efforts.

3.0 TYPE OF ORDER (COAC will fill out)

This is a:

· Firm Fixed-Price Purchase Order, T&M, Labor Hour, etc.

· Severable or Non-Severable

4.0 PRODUCT FEATURES/SALIENT CHARACTERISTICS

The Seahorse Analyzer system provides the following essential features to meet NIH research needs:

• Real-time, label-free measurement of OCR and ECAR in live cells
