About this file

This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449) issued by the National Institutes of Health for a Computer Vision Guided Automated Microinjection Robot system.

The National Heart, Lung, and Blood Institute (NHLBI) seeks to procure a second automated microinjection system to support transgenic Drosophila embryo production for ongoing biomedical research. The acquisition is conducted under FAR Part 13 Simplified Acquisition Procedures as a single-source, non-competitive action. The solicitation number is 75N98026Q01108, with a closing response date of September 4, 2026 at 3:00 PM EST and a proposed award period of September 28, 2026 through September 27, 2027. The contracting officer is Roxane Burkett (roxane.burkett@nih.gov). The NAICS code is 334516 with a small business size standard of 1,000 employees. Market research determined that the Objective Biotechnology Autoinjector is the only commercially available product capable of providing the complete combination of automated computer-vision identification and targeting of Drosophila embryos, automated multi-axis positioning, and automated injection through intact chorion. The second system will operate alongside the existing Government-owned Autoinjector to increase throughput while maintaining workflow consistency, including common operating procedures, software, consumables, and training. Responses must include unit price, list price, shipping and handling costs, delivery period, prompt payment discount terms, F.O.B. point, DUNS number, TIN, and business size certification. All offerors must maintain active registration in the System for Award Management (SAM). Responses should be submitted via email to the contracting officer.

13. Description:

The Rusan Laboratory conducts research using transgenic Drosophila models to investigate the phenotypic effects and genetic suppressors of mutations associated with human disease. Generation of these models requires microinjection of large numbers of embryos. Conventional embryo microinjection is technically demanding and labor intensive because personnel must prepare, position, identify, target, and inject individual embryos.

The laboratory currently operates a computer-vision-guided automated microinjection robot manufactured by Objective Biotechnology. The system automates significant portions of the embryo-injection process by identifying and targeting embryos using computer vision and performing automated positioning and microinjection. The laboratory requires a second automated microinjection system to increase embryo-processing capacity and support the volume of transgenic animal production required for ongoing research.

The second system will operate alongside the existing Government-owned system. Consistency between the instruments is important so that laboratory personnel can use the same established operating procedures, training, consumables, replacement components, software environment, and experimental workflow across both systems. Increasing automated injection capacity will reduce staff time devoted to repetitive manual microinjection tasks and allow personnel to devote additional time to research activities.

14. Statutory Authority:

This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures, Subpart 13.106-1

(b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13— Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6—Competition Requirements.

15. Single-sole Source (Including brand-name) Determination:

The determination by the Government to make a single-sole source (including brand-name) award is based upon the market research conducted as prescribed in FAR Part 10—Market Research. Specifically, the results of the market research concluded that the Objective Biotechnology Autoinjector is the only commercially available product identified as capable of fulfilling the Government’s complete minimum requirements for this acquisition.

The NHLBI Rusan Laboratory requires a computer-vision-guided automated microinjection system to increase production capacity for transgenic Drosophila used in ongoing biomedical research. The required system must automatically image and identify Drosophila embryos, use computer vision to target embryos for injection, provide automated positioning, and perform automated microinjection through the intact chorion without requiring each embryo to be precisely aligned manually on a glass coverslip. The laboratory currently owns and operates an Objective Biotechnology Autoinjector, and the second system will operate alongside the existing Government-owned instrument to increase embryo-injection throughput while maintaining a consistent automated workflow.

Market research determined that commercially available microinjection equipment and embryo-manipulation technologies provide capabilities for microinjection generally. However, no other commercially available instrument was identified that is demonstrated to provide the complete combination of automated computer-vision identification and targeting of Drosophila embryos, automated multi-axis positioning, and automated injection through the intact chorion without requiring conventional precise manual alignment of individual embryos. The Objective Biotechnology Autoinjector was identified as providing this complete specialized automated workflow.

Acquisition of a second Objective Biotechnology Autoinjector also preserves consistency with the Government’s existing system, including common operating procedures, software and user interface, injection protocols, consumables, replacement components, training, maintenance procedures, and experimental workflow. This standardization permits the two systems to operate concurrently while avoiding the need to establish, validate, train personnel on, and maintain a separate automated injection workflow.

Accordingly, the Objective Biotechnology Autoinjector is the only commercially available product identified through market research as capable of satisfying the Government’s complete minimum requirement for automated Drosophila embryo microinjection while maintaining compatibility and workflow consistency with the Government’s existing Autoinjector. For these reasons, the Government will proceed with the Objective Biotechnology Autoinjector on a single-source/brand-name basis under FAR 13.106-1(b)(1).
