COMBINED SYNOPSIS / SOLICITATION (COMPETITIVE)

1. Title: Multi-Probe Micromanipulator Mounting System for Multi-Region Neuropixels Recordings.

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued.

(ii) The solicitation number is 75N98026Q01102 . This solicitation is issued as a competitive combined synopsis/solicitation for commercial products or commercial services. The Government intends to award a contract or purchase order resulting from this solicitation using full and open competition.

This acquisition is conducted under the authority of FAR 12.603, Streamlined Solicitation for Commercial Products or Commercial Services, and is not expected to exceed the simplified acquisition.

The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, seeks to award a firm fixed-price to the responsible offeror whose proposal represents the best value to the Government.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular March 2026.

(iv) The associated NAICS code is 334516 and the small business size standard 1000 Employees. This requirement is unrestricted.

(v) Description of Requirement: Brand NameNew Scale Technologies.

The purpose of this acquisition is to procure a Multi-Probe Micromanipulator Mounting System to enable precise, simultaneous positioning and control of multiple Neuropixels probes for in vivo electrophysiological recordings in behaving animals.

New Scale Technologies, Inc. is the only vendor that manufactures the Multi- Probe Micromanipulator (MPM) system capable of automated positioning of multiple neural probes with the required precision, density, and software integration. The system uses patented SQUIGGLE motor technology and compact motorized stages enabling high-density probe placement. It includes proprietary Pathfinder software integrating with the Allen CCF Brain Atlas and trajectory planning tools.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation represents the best value to the Government, price and other factors considered.

PURCHASE DESCRIPTION

1. Statement of Need and Purpose: The purpose of this acquisition is to procure a Multi-Probe Micromanipulator Mounting System to enable precise, simultaneous positioning and control of multiple Neuropixels probes for in vivo electrophysiological recordings in behaving animals. This system is required to support ongoing NIH research focused on understanding how distributed cortical and subcortical circuits coordinate activity to guide behavior. Current experimental approaches are limited by the inability to reliably position multiple probes within a constrained cranial space with sufficient precision and stability.

The requested system will enable high-density, multi-region recordings with micron-scale accuracy, thereby allowing simultaneous measurement of neuronal population dynamics across distributed brain regions. This capability is essential to restore and expand experimental capacity, improve reproducibility, and enable experiments that are currently infeasible using existing equipment.

2. Background Information and Objective: NIMH conducts research aimed at understanding the neural mechanisms underlying behavior by measuring neuronal activity in vivo. The laboratory has established expertise in Neuropixels-based electrophysiology and routinely performs high-quality recordings with single-cell resolution. However, current instrumentation limits experiments to single-region recordings or imprecise multi-probe configurations. These constraints prevent direct investigation of inter-areal communication, coordinated activity, and long-range circuit dynamics. The objective of this acquisition is to implement a system capable of independently positioning multiple probes with high precision and stability, enabling simultaneous recordings across cortical and subcortical regions.
