About this file
This is a Solicitation/Contract/Order for Commercial Products and Services (Standard Form 1449) issued by the National Institutes of Health (NIH), National Heart, Lung and Blood Institute (NHLBI) for the procurement of a Leica EM GP2 Automatic Plunge Freezer for Cryo-Electron Tomography (cryo-ET) research. The solicitation number is 75N98026Q01101, with an offer due date of September 4, 2026 at 3:00 PM EST and a proposed award date of September 28, 2026 through September 27, 2027. The acquisition is conducted under FAR Part 13 (Simplified Acquisition Procedures) as a sole-source, non-competitive action restricted to a single brand-name item. The NAICS code is 334516 with a small business size standard of 1,000 employees. No set-asides apply to this acquisition.
The Laboratory of Molecular and Cellular Imaging requires an automated plunge-freezing system capable of automated single-sided blotting, temperature and humidity-controlled sample chamber, controlled secondary cryogen temperature, and reproducible control of blotting and plunge-freezing parameters to prepare high-quality vitrified specimens of isolated plasma membranes while minimizing mechanical disturbance, sample damage, and experimental variability. Market research determined that the Leica EM GP2 is the only commercially available product meeting the complete combination of required capabilities. Responses must include unit price, list price, shipping and handling costs, delivery period, prompt payment discount terms, FOB point, DUNS number, Taxpayer Identification Number, and business size certification. All offerors must maintain active registration in the System for Award Management (SAM.gov). The Contracting Officer is Roxane Burkett at roxane.burkett@nih.gov.

13. Description:
The Laboratory of Molecular and Cellular Imaging requires an automated plunge-freezing system to support cryo-electron tomography (cryo-ET) studies of isolated plasma membranes. The required system must provide automated single-sided blotting, a temperature- and humidity-controlled sample chamber, controlled secondary cryogen temperature, and reproducible control of blotting and plunge-freezing parameters. These capabilities are required to prepare high-quality vitrified specimens while minimizing mechanical disturbance, sample damage, ice contamination, and experimental variability.
14. Statutory Authority:
This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Subpart 8.4—Federal Supply Schedules, specifically FAR 8.405-6(b), Items Peculiar to One Manufacturer. The Government has determined, based upon market research conducted in accordance with FAR Part 10, that the Leica EM GP2 is essential to the Government’s requirements and that other commercially available products do not meet the Government’s complete minimum requirements.
Pursuant to FAR 8.405-6, orders placed under the Federal Supply Schedule program are exempt from the competition requirements of FAR Part 6.
Accordingly, the Government may restrict consideration to the Leica EM GP2 as a brand-name item when the particular brand-name product or features are essential to the Government’s requirements and the market research supports the restriction.
15. Single-sole Source (Including brand-name) Determination:
The determination by the Government to restrict this acquisition to a brand-name item is based upon the market research conducted as prescribed in FAR Part 10—Market Research. Specifically, the results of the market research concluded that the Leica EM GP2 is the only product identified as capable of fulfilling the Government’s complete minimum requirements for this acquisition.
The Laboratory of Molecular and Cellular Imaging requires an automated plunge-freezing system to prepare delicate isolated plasma membrane samples for cryo-electron tomography (cryo-ET). The laboratory’s established vitrification methodology requires automated single-sided blotting to remove excess liquid without applying simultaneous blotting pressure to both sides of the grid, thereby minimizing mechanical disturbance or damage to the sample-bearing grid. The system must also provide precise control of sample-chamber temperature and humidity, controlled secondary cryogen temperature, sensor-controlled blotting, and reproducible control of blotting and plunge-freezing parameters.
Market research determined that commercially available cryo-EM vitrification technologies provide overlapping sample-preparation capabilities; however, no other product identified through the research was demonstrated to provide the complete combination of automated single-sided blotting, controlled environmental-chamber temperature and humidity, controlled secondary cryogen temperature, and programmable blotting and plunge parameters required by the Government. The Leica EM GP2 provides this complete combination of capabilities and supports the laboratory’s established isolated plasma membrane vitrification methodology without requiring a material change to the existing sample-preparation workflow.
Accordingly, the Leica EM GP2 is the only product identified through market research as capable of satisfying the Government’s complete minimum requirement while maintaining the laboratory’s established cryo-ET sample-preparation methodology and minimizing the risk of sample damage and experimental variability. For these reasons, the Government will restrict the requirement to the Leica EM GP2 as a brand-name item under FAR 8.405-6(b)..
