About this file

This is a Request for Quotation (RFQ) and Combined Synopsis/Solicitation for the procurement of a Bio-Rad QX700 E Droplet Digital PCR System. The National Institutes of Health (NIH), Office of the Director, through the National Institute on Deafness and Other Communication Disorders (NIDCD), issued solicitation number 75N98026Q00828 on July 23, 2026, with responses due by July 30, 2026, at 2:00 PM EST. The acquisition is unrestricted and not a small business set-aside, conducted under FAR 12.603 for streamlined commercial item procurement and is not expected to exceed the simplified acquisition threshold. The required product is a Bio-Rad QX700 E Droplet Digital PCR System, Part #17011036, with salient characteristics including 7 channels, 5 μL input volume, approximately 17,000 partitions, full automation, 48-well throughput on an RDG48 plate, and a 2.5-hour time to final result. The system must be compatible with the Government's existing QX200 AutoDG ddPCR system. Delivery is required within 30 days or less from receipt of purchase order to the National Institute of Health NIDCD facility at 35 Convent Drive, Room 141, Bethesda, MD 20892.

Evaluation will be based on price (total proposed price inclusive of hardware, software, installation, training, warranty, and bundled service), technical capability (product meeting all salient characteristics and compatibility requirements), past performance (timely delivery, installation, and service of similar laboratory instrumentation), and delivery schedule (ability to meet or improve the 30-day ARO requirement). Offerors must provide unit and total pricing, shipping and handling costs, delivery timeframe, delivery terms, F.O.B. point, product/catalog numbers, product description, Unique Entity Identifier (UEI), Taxpayer Identification Number (TIN), and business size certification. All offerors must be actively registered in the System for Award Management (SAM). For "equal" product proposals, offerors must clearly identify the item by brand name, make, and model number and provide sufficient technical documentation demonstrating compatibility with the existing QX200 AutoDG system. Responses should be submitted electronically to Cassie Runner, Contract Specialist, at cassie.runner@nih.gov. The solicitation is on a "brand name or equal" basis in accordance with FAR 11.104.
