About this file
This document contains technical evaluation criteria for a federal research contract with the National Institute on Minority Health and Health Disparities (NIMHD DIR) focused on establishing a clinical trial protocol for testing a novel clinical decision tool that provides evidence-based exercise advice to breast cancer survivors.
The contract requires the offeror to perform specialized research tasks including: obtaining Technology Review Office approvals for clinical use of a web-based tool; preparing and submitting an Institutional Review Board (IRB) submission packet in consultation with NIMHD DIR; executing a data sharing agreement between the contractor and NIMHD; developing a study database for participant tracking; creating programs to identify eligible participants; developing REDCap forms for study surveys; and promoting the study within the healthcare system. Additional deliverables include monthly written status reports, weekly progress assessments, bi-weekly phone meetings, program documentation, manuscript review and editing for peer-reviewed journals, semi-annual progress reports, and continuous support throughout the performance period. The regular work schedule is five days per week, 9 am to 5 pm, excluding Federal holidays.
The evaluation criteria totaling 100 points are: (1) Understanding the Performance Requirements (35 points); (2) Experience and Knowledge of Key Personnel (35 points), requiring a minimum of 10 years of breast cancer research experience within healthcare systems, previous IRB and technical clearance experience, at least 50 clinicians, and over 1,000 eligible breast cancer survivors; (3) Past Performance/Experience (15 points), demonstrated through timely and efficient technical and IRB clearance for government and academic institutions and publications in high-impact journals; and (4) Ability to Deliver Timely Service (15 points), with all deliverables and reports due within 12 months. Award will be made to the offeror providing the best overall value to the Government, with emphasis on performance capability superiority rather than lowest cost.

Evaluation
The following technical evaluation criteria will be used in evaluating offers:
Offerors are advised that award will be made to that offeror whose proposal provides the combination of features that offers the best or greatest overall value to the Government. The Government is more concerned with obtaining performance capability superiority rather than lowest overall cost. However, the Government will not make an award at a significantly higher overall cost to the Government to achieve only slightly superior performance. Overall cost to the Government may become the ultimate determining factor for award of a contract as proposals become more equal based on the other factors.
TECHNICAL EVALUATION CRITERIA ARE AS FOLLOWS: The technical proposal will be evaluated on compliance with providing the specified items/services in Section B, and meeting the Statement of Work requirements specified in Section C and the Technical Evaluation Criteria. The evaluation criteria are used by the technical evaluation committee when reviewing the technical proposals. The criteria below are listed in the order of relative importance with weights assigned for evaluation purposes.
1. Understanding the Performance Requirements 35 points
We have developed a novel clinical decision tool to support the delivery of efficient, effective, evidence-based exercise advice to breast cancer survivors via individualized exercise discussions, prescriptions and/or referrals. The next step involves testing the clinical decision tool in a randomized controlled clinical trial involving breast cancer survivors and their clinicians to assess the impact of the tool on Exercise Prescriptions, Clinician Confidence, Exercise Referrals, Patient Satisfaction and Intention to Exercise, and Exercise Participation (up to 3-months post-intervention). NIMHD DIR does not have access to the target population to conduct this clinical trial. The overall purpose of this research is to establish a clinical trial protocol, obtain technical clearance, develop surveys, and establish data collection infrastructure necessary for a future clinical trial with breast cancer survivors and clinicians in real-world settings. There will be no data collection during this study period.
Approach: The offeror shall successfully perform the following specialized tasks,
• Preparation and submission of the offeror’s Technology Review Office approvals for clinical use of the web-based tool
• Preparation of the IRB submission packet in consultation with NIMHD DIR investigator, and submit for IRB approval at the offeror's institution
• Prepare and facilitate execution of the data sharing agreement between Contractor and NIMHD
• Develop study database for tracking study participants over the course of the study period
• Develop programs to identify eligible participants and curate related information for participant contact (e.g., email addresses, telephone numbers)
• Develop REDCap forms for all study surveys
• Promote study within the healthcare system
The offeror will also need to provide, o Provide monthly written status reports with activities completed, progress of ongoing activities, and any problems identified.
o Provide status reports on a weekly basis to assess progress, or more frequently as requested.
o Conduct bi-weekly phone meetings to discuss project updates and the next steps for web interface development.
o Provide documentation for the programs.
o Review and edit manuscripts for publication in peer-reviewed journals.
o Provide documentation of performance, information, data, and documents related to analyses.
o Maintain an itemized budget.
o Provide a semi-annual progress report.
o Continuous support throughout the performance period to troubleshoot any issues.
Regular Work Schedule: Five days a week; 9 am- 5 pm; excluding Federal holidays.
2. Experience and Knowledge of Key Personnel 35 points
The offeror needs to have at least 10 years of experience conducting breast cancer research within the healthcare systems. The offeror must also have previous experience obtaining IRB and technical clearance for intervention research. The offeror must have at least 50 clinicians and over 1000 breast cancer survivors eligible for the study.
Key Personnel should be currently employed by the Offeror.
3. Past Performance/Experience 15 points
The offeror must have successfully obtained technical and IRB clearance in a timely and efficient manner for other government and academic institutions.
Past performance and experience should also be evidenced by their publication record in high-impact journals and published clinical trials.
4) Ability to Deliver Timely Service 15 points
The offeror should deliver all the deliverables and reports within 12 months.
