STATEMENT OF WORK (SERVICES)

(SOW)

GENERAL INFORMATION

Title of Project:

Service and Maintenance Contract for JEOL 400 MHz NMR Spectrometer (Base Year plus Four Option Years)

Statement of Need and Purpose:

This service contract is required to maintain and protect the JEOL 400 MHz Nuclear Magnetic Resonance (NMR) spectrometer, including the magnet, console, and all associated non-cryogenic components. The contract shall provide both corrective maintenance and preventative maintenance to ensure the instrument operates in accordance with original manufacturer specifications.

Services must be performed by a JEOL-trained field service engineer due to the proprietary nature of JEOL hardware and software. The contractor shall ensure proper system functionality, including diagnostics, repair, calibration, and software support.

The Government will provide access to the facility and the NMR instrument as necessary to perform services. No other Government-furnished equipment or services will be provided.

The contractor shall perform all required services under this agreement at no additional cost beyond the firm-fixed price of the contract. Service documentation, including performance verification and work performed, shall be provided following each service event.

Background Information and Objective:

Medicinal chemists within the Division of Preclinical Innovation (DPI) rely on the JEOL 400 MHz NMR spectrometer for routine and advanced data acquisition, including overnight experiments.

Continuous access to a fully operational instrument is essential to maintaining research productivity and supporting the DPI mission.

Routine preventative maintenance, periodic upgrades, and timely repairs are necessary to ensure system reliability and longevity. Due to the complexity and cost of the instrument, service must be performed by qualified JEOL personnel. Without a service contract, repair costs would be significantly higher and instrument downtime would increase, negatively impacting scientific operations.

Period of Performance:

The period of performance shall consist of one (1) base year and four (4) option years. The current service agreement expires on August 4, 2026.

Base Year- 8/5/2026 - 8/4/2027 Year (1) 8/5/2027 - 8/4/2028 Year (2) 8/5/2028 - 8/4/2029
