The solicitation number is 75N98026Q00692, issued on June 23, 2026, with a response deadline of July 7, 2026 at 5:30 pm. The requirement is unrestricted and unclassified under NAICS code 334516 with a size standard of 1,000 employees. This acquisition is conducted under FAR 12.603 for commercial items and is not expected to exceed the simplified acquisition threshold. Delivery is required to multiple locations on an FOB Destination basis.

The miniaturized microscope system must be a turn-key installation with on-site equipment setup and include specific technical components: a supplefiber bundle, approximately 400 micrometers by 400 micrometers field of view, laser scanning using MEMS devices, dichroic filters for red and green channel imaging, integrated head-fixed device, interchangeable objectives, electrotunable lens for multiplane imaging, near-infrared 920 femtosecond pulse laser, hollow-core photonic crystal fiber coupling, dummy scope for animal training, and integrated control software. The system is intended for the Laboratory on Neuronal Circuits and Behaviors at the National Institute of Mental Health to image deep brain structures during behavioral studies in freely moving animals. Offerors must submit unit and total pricing, shipping costs, delivery schedule, F.O.B. point, product descriptions, UEI, TIN, and business size certification via SAM.gov. Evaluation factors include price, technical capability, past performance, and delivery schedule. No additional contract terms or conditions beyond standard FAR commercial item provisions apply.

COMPETITIVE COMBINED SYNOPSIS/SOLICITATION

INTRODUCTION

This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued.

The solicitation number is 75N98026Q00692. This solicitation is issued as a competitive combined synopsis/solicitation for commercial products or commercial services. The Government intends to award a contract or purchase order resulting from this solicitation using full and open competition.

This acquisition is conducted under the authority of FAR 12.603, Streamlined Solicitation for Commercial Products or Commercial Services, and is not expected to exceed the simplified acquisition threshold.

NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE

The intended procurement is classified under NAICS code 334516 with a Size Standard of 1000.

REGULATORY AUTHORITY

The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2026-01, effective March 13, 2026

• This requirement is unrestricted.

DESCRIPTION OF REQUIREMENT

The Laboratory on Neuronal Circuits and Behaviors (LNCB) at the National Institute of Mental Health (NIMH) records deep brain structures pursuing registration of molecular phenotypes of cells using in- situ hybridization post-two photon imaging using standard head-fixed behaviors with existing microscopes to identify how transcriptional identify of specific cell types relates to behaviorally relevant functional activity. The current single-photon microscopes cannot capture the imaging required due to light scattering associated with single-photon imaging.

The LNCB requires One (1) Miniaturized Head Mounted Two Photon Microscope to be utilized provides insight into brain function during goal-directed motivated behavior in freely moving animals that are presently not possible with existing technologies.

CONTRACTOR REQUIREMENTS

The Miniaturized Head Mounted Two Photon Microscope must meet the following salient characteristics:

• Turn-key system with on-site equipment installation

• Supplefiber bundle for collection of images

• Large field of view (approx. 400 um x 400 um)

• Laser scanning using a micromechanical systems (MEMS) device

• Dichroic Filters for imaging fluorescence in red and green channels

• Two-photon miniscope system that comes with integrated head-fixed device for easier base plating in awake animals

• Mounting adapter

• Headpiece with interchangeable objectives, supple fiber bundle, and hollowcore /

MEMS scanner control conducive to modular modifications in the future

• Interchangeable objective for imaging at different depths, orientations, with cranial windows, prisms, or GRIN lenses

• Electrotunable lens for multiplane two-photon imaging

• A near-infrared, 920 femtosecond pulse laser for two photon imaging

• Fiber coupling with a hollow-core photonic crystal fiber creates a stable system without complicated alignment procedures

• Dummy scope for animal training

• Integrated software to control the laser, detector, the z-scanner, data acquisition and organization

• Technical support in case of troubleshooting

The provision at FAR 52.212-1, Instructions to Offerors—Commercial Items, applies to this acquisition. Add any agency-specific instructions as required.

The provision at FAR 52.212-2, Evaluation—Commercial Items, applies to this acquisition.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation represents the best value to the Government, price and other factors considered.

Evaluation Factors:

• Price

• Technical capability

• Past performance
