About this file

This is a pre-solicitation notice of intent for a sole source maintenance agreement. The National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), under the Department of Health and Human Services National Institutes of Health, intends to award a maintenance, inspection, and repair services contract to Diversified Laboratory Repair (DLR) for multiple ultra-cold laboratory freezers and associated equipment. The requirement focuses on detecting operational issues and minimizing downtime of mission-critical research samples and reagents. NIAMS justifies the sole source award under FAR 6.302-1 based on system compatibility, as DLR's services are fully integrated with existing freezer-management infrastructure, and substituting another vendor would require complete equipment replacement and create unacceptable risk to sensitive research materials. DLR's qualification is further supported by proven performance history with NIAMS, ISO 9001:2015 accreditation, and market research indicating no other source meets the specialized compatibility and quality requirements.

The solicitation number is 75N98026Q00678, and the notice closes approximately five days before the anticipated award date. While this is not a competitive procurement, NIAMS invites interested small businesses—including 8(a) firms, service-disabled veteran-owned, HUBZone, small disadvantaged, veteran-owned, and women-owned small businesses—to submit written capability statements demonstrating their ability to perform the requirement. Submission of capability statements does not obligate the Government to compete the award; any decision to compete remains at the Government's sole discretion. Interested parties should contact Patricia Haun at haunp@mail.nih.gov for additional information.

NOTICE OF INTENT: MAINTENANCE AGREEMENT FOR MULTIPLE ULTRA COLD FREEZERS

(75N98026Q00678)

Sole Source Justification and Notice Authority: FAR 6.302-1 — Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements

Contracting Activity: National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS)

Proposed Contractor: Diversified Laboratory Repair (DLR)

Description of Requirement: Maintenance, inspection, and repair services for multiple ultra cold laboratory freezers and associated equipment to detect operational issues and minimize downtime of mission-critical research samples and reagents.

Justification for Sole Source:

Only One Source: Diversified Laboratory Repair is the only known responsible source capable of providing the required services that meet NIAMS technical, compatibility, and continuity requirements in accordance with FAR 6.302-1.

System Compatibility: DLR’s services are fully integrated with NIAMS’ existing freezer-management infrastructure. Substituting another vendor would necessitate complete replacement of equipment/service interfaces, causing significant downtime, retraining, and unacceptable risk to sensitive research materials.

Proven Performance: DLR has reliably supported NIAMS operations, demonstrating consistent, timely maintenance and repair performance that protects reagents and research samples.

Quality Management: DLR performs services under an ISO 9001:2015 accredited Quality Management System, ensuring standardized procedures and documented quality controls.

Market Research: NIAMS conducted market inquiries and determined no other source has been identified that can meet the specialized compatibility, performance, and quality requirements described above.

Small Business Notification: This notice is not a request for competitive quotes. Diversified Laboratory Repair is the provider of this service. However, any interested small businesses (including 8(a), service-disabled veteran-owned, HUBZone, small disadvantaged, veteran-owned, and women-owned small businesses) may submit a written capability statement demonstrating their ability to perform the requirement. Submission of capability statements does not constitute a commitment by the Government to compete the proposed award; any decision to compete will be made at the Government’s sole discretion.

Anticipated Award Date: An award is anticipated approximately five (5) days after the date of this notice closes unless the Government determines another vendor can meet the requirement.
