About this file
This is a Pre-Solicitation Notice for a maintenance agreement on a vis-OCT system issued by the National Institutes of Health, specifically the National Eye Institute (NEI) Visual Function Core. The NIH intends to award a Firm-Fixed-Price Purchase Order to Opticent Health for "Gold Service" maintenance on the vis-OCT instrument, which includes service assistance to resolve malfunctions, parts, and labor provided via telephone or on-site technical visits. The vis-OCT system uses visible light to perform optical coherence tomography imaging for measuring visual function in animal models, providing high axial resolution imaging of live intact eyes for monitoring structure and signal changes across subsequent examinations.
The Government has determined that Opticent Health is the only known responsible source capable of meeting these requirements, as Opticent Health manufactures the instrument and does not authorize third-party upgrades or servicing. The award is anticipated approximately five days after the pre-solicitation notice date unless the Government determines another vendor possesses the capability to meet requirements. Interested parties must submit responses by 09:00 a.m. EDT on June 24, 2026, to haunp@mail.nih.gov. The NAICS code is 811210 (Electronic and Precision Equipment Repair and Maintenance), the PSC code is J066 (Maintenance/Repair/Rebuild of Equipment-Instruments and Laboratory Equipment), place of performance is at NIH facilities, and no set-asides apply to this procurement.

The main mission of the Nation Eye Institute (NEI) Visual Function Core is to use established and innovative techniques for measuring visual function in animal models. Vis-OCT system uses visible light to form optical coherence tomography (OCT) imaging, which provides much higher axial resolution of live intact eyes. Ability to monitor structure and signal of the eye follow them in subsequent examines will greatly expand our knowledge and understanding of visual function under normal and diseased conditions.
Opticent Health will provide "Gold Service" for the instrument (vis-OCT), which means service assistance to resolve a malfunction, to include parts and labor, such assistance to be provided either by telephone, or on-site visit by an Opticent Health Technical representative. The instrument is manufactured by Opticent Health, and it needs to be serviced by them.
This notice is not a request for competitive quotes. Opticent Health is the manufacturer of this instrument and does not allow any third parties to upgrade their system.
A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.
It is anticipated that an award will be issued approximately five (5) days after the date of this notice unless the Government determines that another vendor has the capability to meet this requirement.
