About this file

This is a pre-solicitation notice announcing the National Institutes of Health's intent to award a firm-fixed-price purchase order to Nikon Instruments for an upgrade to the Nikon STORM system housed within the Advanced Imaging & Analysis Core Facility at the National Human Genome Research Institute. The upgrade includes three primary components: a CFI Apo 60X TIRF lens (NA 1.49, WD 0.12) to replace a damaged lens and restore full TIRF and STORM resolution capabilities; a Plan Apo Lambda D 20X dry lens (NA 0.8, WD 0.8) to enable lower magnification imaging and increase throughput and sample depth capabilities; and a Tokai HiT stage top incubation system compatible with the existing piezo Z stage to convert the system into a live cell imaging platform. The incubation system features magnetic holders for multiple dish and slide formats, operates with 100% CO2 or mixed 5% CO2, and maintains temperature control between 25-45 degrees with humidity management.

The award is justified under FAR Part 6.302-1 (sole source) as Nikon Instruments is the only responsible source capable of providing these products and services, with the manufacturer restricting system upgrades to authorized personnel. Responses to this pre-solicitation notice must be submitted to haunp@mail.nih.gov no later than 09:00 a.m. EDT on June 24, 2026. Award is anticipated within five business days following the notice date unless the Government determines an alternative vendor possesses capability to meet the requirement. The solicitation number is 75N98026Q00628.

Notice of Intent: Incubation and Optics Upgrade for Nikon STORM system (75N98026Q00628)

The National Institutes of Health intends to award a Firm-Fixed-Price Purchase Order to Nikon Instruments.

In accordance with FAR Part 6.302-1, Nikon Instruments is the only known responsible source who can provide the products/services that meet our standards. No other source has been identified who can provide the requirements listed below.

The Advanced Imaging & Analysis Core Facility (AIACF) within The National Human Genome Research Institute (NHGRI) requires an upgrade to the existing Nikon STORM system. This system requires incubation and optics to expand available applications to NHGRI core users. The addition of the CFI Apo 60X TIRF lens replaces an older, damaged version of the lens that is interfering with the core’s ability to generate the best possible TIRF and STORM resolution data. Replacing this lens will restore the full functionality of the STORM system. The Apo 60X TIRF lens has NA 1.49 and WD 0.12.

The addition of a Plan Apo Lambda D 20X lens will allow for lower magnification imaging, increasing throughput and sample depth capabilities on the system. This will expand the sample types that the STORM system can accurately image. The PALD 20X dry lens has an NA of 0.8 and a WD of 0.8. The addition of the Tokai HiT stage top incubation system, which will be compatible with the existing piezo Z stage, will allow the system to become a live cell system. This will vastly expand the samples that will have access to this system. The Tokai HiT stage top incubation system includes magnetic holders for 35/50/60 mm dishes, well plates, and slides. The incubation system uses 100% CO2, includes a mixer for 5% CO2, controls temperature 25-45 degrees, and humidity.

This notice is not a request for competitive quotes. Nikon Instruments is the manufacturer of this instrument and does not allow any third parties to upgrade their system.

A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.

It is anticipated that an award will be issued approximately five (5) days after the date of this notice unless the Government determines that another vendor has the capability to meet this requirement.

Please email responses to haunp@mail.nih.gov no later than 09:00 a.m. EDT on June 24, 2026.
