About this file

This is a Notice of Intent to award a Firm-Fixed-Price Purchase Order for Illumina Infinium Methylation EPIC v2.0 Kits. The National Institutes of Health intends to award the contract to Illumina, Inc., the sole identified source capable of meeting the government's requirements under FAR Part 6.302-1. The kits are essential tools for intramural scientific and clinical research, specifically for DNA analysis of samples collected from ongoing studies including the NIAAA Natural History Protocol. These materials are needed for genetic characterization of the NIAAA Clinical Study Cohort and will allow results to be combined with previous work. Illumina, Inc. is identified as the designer, manufacturer, and sole distributor of the requested materials, and no alternative vendor can supply a product with equivalent information content or compatibility with existing liquid handling and array scanning systems.

The government invites written capability statements from available small businesses, including 8(a) firms, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, veteran-owned small businesses, and women-owned small businesses, to demonstrate their ability to perform the requirement. Responses must be submitted via email to david.shen@nih.gov no later than 11:00 p.m. EDT on June 5, 2026. An award is anticipated approximately ten days after the notice date unless the government determines that another vendor has the capability to meet the requirement. The government retains sole discretion to compete the award based on responses received.

Notice of Intent: Illumina Infinium Methylation EPIC v2.0 Kits

(75N98026Q00468)

The National Institutes of Health intends to award a Firm-Fixed-Price Purchase Order to Illumina, Inc.

In accordance with FAR Part 6.302-1, Illumina, Inc is the only known responsible source who can provide the products/services that meet our standards. No other source has been identified who can provide the requirements listed below.

The Illumina Infinium Methylation EPIC v2.0 arrays are essential tools in intramural scientific and clinical research focused on unraveling the epigenetic mechanisms underlying human health and disease. Their use in studies like the NIAAA Natural History Protocol highlights their value in characterizing clinical participants by providing detailed methylation profiles that may influence or reflect disease progression, treatment responses, and other health variables.

These kits will be used for DNA analysis of samples collected from ongoing studies. This is the method used for previous samples and will allow us to combine results of previous work. The supply/service represents a unique capability that cannot be replicated in another product/service.

Illumina, Inc is the designer, manufacturer, and sole distributor of the requested materials needed for the genetic characterization of the NIAAA Clinical Study Cohort. These materials cannot be obtained from an alternative source. No alternative vendor can supply a product with the same information content along with compatibility with existing available liquid handling and array scanning systems.

This notice is not a request for competitive quotes. Illumina, Inc is the service provider. However, any available small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. A determination by the Government to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.

It is anticipated that an award will be issued approximately ten (10) days after the date of this notice unless the Government determines that another vendor has the capability to meet this requirement.

Please email responses to david.shen@nih.gov no later than 11:00 p.m. EDT on June 5, 2026.
