About this file

This is a Questions and Answers document for Solicitation 75N98026Q00386, issued by the National Institutes of Health (NIH) regarding polyethylene liners for procurement.

The solicitation requires black polyethylene liners with mandatory specifications: 19.5" W x 17.5" D x 44.5" L dimensions, minimum 0.003" thickness, an 8-3/4" side tuck on each 17-1/2" side (centered on the edge), packaged at 100 bags per case. NIH will not accept variations to these explicit specifications, including industry standard tolerances. No specific polyethylene resin type (LLDPE, LDPE, or HDPE) is required as long as dimensions and thickness are met. Vented or perforated liners are not required unless explicitly referenced in the base solicitation. The base quantity is 444 cases with a 30-day delivery requirement after receipt and acceptance of order. The option quantity is 1,332 cases available for delivery upon request in multiple releases during a one-year period at fixed pricing. Vendors must provide documentation confirming technical capability of their proposed product, such as product data sheets, manufacturer specifications, photos, samples, or written compliance statements. NSN barcode labeling requirements will be provided by NIH at time of award; standard commercial carton labeling is acceptable until then. No domestic-source, Buy American, or country-of-origin requirements beyond standard FAR clauses apply to this procurement.

Solicitation 75N98026Q00386 Questions and Answers

Question #1: The specification states the liner must have an 8-3/4" tuck on each 17-1/2" side, in the center of the edge. Can NIH confirm whether this means a side gusset / side tuck construction, and whether the 8-3/4" tuck is mandatory on each side?

Answer #1: The solicitation specifically states and means an 8-3/4" (side) tuck on each 17- 1/2" side, and yes the stated 8-3/4" tuck is mandatory.

Question #2: Are the dimensions 19.5" W x 17.5" D x 44.5" L mandatory exact dimensions, or would NIH accept an equal or slightly larger liner if it meets or exceeds the thickness, color, capacity, and case-pack requirements?

Answer #2: The dimensions and/or specifications referenced in the solicitation are mandatory, and what will be evaluated as technically acceptable.

Question #3: Does NIH require a specific polyethylene resin type, such as LLDPE, LDPE, or HDPE, or is any polyethylene construction acceptable if it meets the stated dimensions and minimum .003" thickness?

Answer #3: There is no explicit resin type referenced in the solicitation. Adhere to the explicit dimensions and minimum thickness for polyethylene constructions.

Question #4: The solicitation states 100 bags per case. Does NIH require a specific packing format, such as flat packed, folded, roll packed, or coreless roll, or is any commercial packing format acceptable as long as there are 100 bags per case?

Answer #4: The liners shall be packaged as explicitly stated, with no reference to "packing format", so the requirement is 100 bags per case.

Question #5: Does NIH require the liners to be vented or perforated, or should they be supplied without venting unless otherwise standard for the product?

Answer #5: Refer to the explicit specifications listed in the solicitation, as there is no reference for vented and/or perforated liners.

Question #6: The Vendor Shipping Instructions reference barcode labeling and a 13-digit NSN where applicable. Will NIH provide an NSN/barcode requirement at time of award, or should vendors propose standard commercial carton labeling unless otherwise directed?

Answer #6: NIH will provide the NSN for barcoding at the time of award.

Question #7: For CLIN 2, the option quantity is 1,332 cases, delivery upon request. Should vendors assume the option quantity may be ordered in multiple releases during the one-year period, and should pricing remain fixed for the full option quantity?

Answer #7: Yes, option quantity for the 1,322 cases will be requested to be shipped in any quantities up to the maximum stated for each item under option quantities, and will be for the stated price at time of award for the one year period.

Question #8: Does the 30-day delivery requirement apply only to the 444 base cases, or could an initial option release also be required within that same 30-day window?

Answer #8: For the base quantity oƯ 444 cases delivery is required within 30 days after receipt and acceptance of order. No option release will be required within that 30-day window.

Question #9: Are there any domestic-source, Buy American, or country-of-origin requirements specific to this procurement beyond the FAR clauses incorporated in the solicitation?

Answer #9: No.

Question #10: What documentation does NIH want with the quote to establish technical capability — product data sheet, manufacturer spec sheet, photos, sample, or written compliance statement?

Answer #10: Documentation that confirms or validates the stated technical capability of your proposed product/liner.

Question #11: Color – Black – Do you need black tint or black opaque bags?

Answer #11: The solicitation informs the liner must be black in color, with no reference to the liner being tinted or opaque.

Question #12: Must have 8-3/4” tuck on each 17-1/2” side (in center of edge) – When you say tuck – are you talking about the side gusset? The image below shows a 16 x 14 x 24 - 16” wide x 14” side gusset x 24 “ long. Side gussets fold in the middle and expand when opened or filled.

Answer #12: The “side gusset” you’re referring to seems to be the same as the “tuck” referenced in the solicitation. Please propose a product that aligns with the tuck specifications accordingly.

Question #13: Must not be less than .003 inch thick – 3 mil full gauge? **there is an industry standard +/- 10% in thickness**

Answer #13: Please adhere to the explicit product specifications listed in the solicitation.

Question #14: Must be 19.5” W x 17.5” D x 44.5” L – 19.5 x 17.5 x 44.5 **there is an industry standard +/- ¼” tolerance in size**

Answer #14: Please adhere to the explicit product specifications listed in the solicitation.
