About this file

This is a Statement of Work (SOW) for neuropathology characterization services supporting the National Institute on Aging's Brain Atlas Project. The National Institute on Aging (NIA) seeks neuropathology services to assist in creating a human brain atlas mapping different brain cell types based on gene activity to better understand Alzheimer's Disease at the cellular level. The contract period runs from June 1, 2026 through May 31, 2027.

The contractor must provide comprehensive neuropathology services on 58 large, multiple-piece brain samples, including: trimming, cassette printing, processing, and paraffin embedding for 16 blocks per sample; routine hematoxylin and eosin (H&E) staining for 16 blocks per sample; chromogenic immunostaining on 30 slides per sample using four specific antibodies (Phospho-TDP-42, Phospho-Ser129 alpha-synuclein, Beta-amyloid, and Phospho-Tau AT8); digital 40× scanning and 12-month image preservation on a secure platform with minimum 67TB storage and access for three government users; pickup and delivery service from NIH's Bethesda, Maryland campus; and completion within 5–10 business days of sample receipt. The contractor must also provide all processed blocks, stained slides, scanned images, platform access, and a one-time processing procedures report. Evaluation follows a Lowest Price Technically Acceptable (LPTA) methodology with pass/fail technical criteria covering sample processing capabilities, digital platform requirements, schedule/turnaround, deliverables compliance, staffing with a dedicated project manager, and facilities/equipment sufficiency. The government provides the 58 brain samples and required antibodies.

Version 11-30-2016-1 FAR Part 11—Describing Agency Needs

STATEMENT OF WORK

Neuropathology characterization for the Brain Atlas Project

GENERAL INFORMATION

Statement of Need and Purpose:

The National Institute on Aging (NIA) requires neuropathology services support of the Brain

Atlas project which was established in 2022. NIA’s Center for Alzheimer’s Disease and Related

Dementias is working to better understand the differences between healthy brains and brains affected by Alzheimer’s disease at the cellular level. Researchers are working to create a human brain atlas or map of different brain cell types based on their gene activity. Researchers can use this atlas to investigate cell types present in brain regions affected in disease. Many different cells in a diseased brain experience change in their gene expression and downstream intracellular activities. The neuropathology analysis will lead to a better understanding of

Alzheimer’s Disease and the prioritization of potential target genes, pathways, and future therapeutics.

Background Information and Objective:

Contractor shall provide neuropathology services to assist in the creation of a human brain atlas or map of different brain cell types based on their gene activity.

Lowest Price Technically Acceptable (LPTA) Evaluation Criteria

All requirements below are Pass/Fail under an LPTA (Lowest Price Technically Acceptable) procurement.

1. Technical Acceptability (Pass/Fail)

An Offeror will receive a Pass if the proposal clearly demonstrates the ability to meet all mandatory technical requirements of the SOW. Failure to meet any single requirement results in an automatic Fail.
