About this file
This is a Combined Synopsis/Solicitation (Non-Competitive) for DNA/RNA extraction services. The National Institutes of Health (NIH), National Institute on Aging (NIA), intends to award a firm-fixed-price purchase order on a sole-source basis to REPROCELL, Inc. (9000 Virginia Manor Road, Suite 207, Beltsville, MD 20705) without providing for full and open competition. The acquisition is being conducted under FAR Part 12.603 for commercial items and is not expected to exceed the simplified acquisition threshold. REPROCELL has been selected as the sole source because it is the only vendor reasonably available that can provide the required DNA/RNA extraction services with necessary methodological continuity to ensure comparability with previously generated datasets from an ongoing animal study.
The requirement includes DNA extraction from approximately 80 blood samples (white cell pellets) and DNA and RNA extraction from approximately 240 tissue samples (lung, spleen, heart, kidney, brain, and liver), totaling an estimated 320 DNA extractions and 240 RNA extractions. Associated quality control services, including RNA integrity assessment using Agilent-based methods, are required. This effort is a continuation of prior work performed by REPROCELL for an earlier phase of the same time-sensitive study conducted by the Translational Gerontology Branch (TGB) at NIA. Deliverables should be sent to NIA, 251 Bayview Boulevard, Biomedical Research Center, Room 08C003, Baltimore, MD 21224. Solicitation number 75N98026Q00278 has a deadline of May 9, 2026 at 9:00 AM EDT. Responses must include bona-fide capability information, detailed pricing (unit price, list price, shipping, handling, delivery timeline, payment terms, F.O.B. point), Unique Entity Identifier (UEI), Taxpayer Identification Number (TIN), business size certification, and evidence of active SAM.gov registration. The associated NAICS code is 541380 – Testing Laboratories and Services, with a small business size standard of $19.0 million. This requirement has no set-aside restrictions. Responses should be submitted electronically to nicholas.capobianco@nih.gov, with Nicholas Capobianco serving as the contract specialist point of contact.

The requirement includes:
DNA extraction from approximately 80 blood samples (white cell pellets) DNA and RNA extraction from approximately 240 tissue samples (lung, spleen, heart, kidney, brain, and liver) Total estimated workload: 320 DNA extractions and 240 RNA extractions Associated quality control, including RNA integrity assessment (e.g., Agilent-based QC)
This effort is a continuation of prior work in which REPROCELL performed DNA/RNA extraction services for an earlier phase of the same study. The resulting datasets must be directly comparable to ensure scientific validity, minimize batch effects, and maintain methodological consistency.
