About this file
This is a Presolicitation notice (Notice of Intent) for a non-competitive contract award issued by the National Institutes of Health (NIH), Office of the Director, Hospital and Laboratory Support Division.
The NIH intends to award a contract without full and open competition to Pacific Optica (located at 3448 Elings Hall, Building 266, University of California, Santa Barbara, CA 93106) for a Two-photon Mesoscale Imaging System with Holographic Stimulation Capability. The procurement is classified under NAICS code 334516 with a size standard of 1,000 employees. This acquisition is conducted under FAR Part 13 Simplified Acquisition Procedures and is expected to not exceed the simplified acquisition threshold of $350,000. The statutory authority for this single-source procurement is FAR Subpart 13.106-1(b)(1), which exempts the award from FAR Part 6 competition requirements.
The system addresses a research need to expand the number of cells that can be simultaneously monitored in awake and behaving animals. The Diesel2p platform, developed by Spencer Smith at UCSB, provides subcellular resolution over a large field-of-view of approximately 25 mm² compared to 0.25 mm² for current imaging systems. The key advantage is its holographic two-photon stimulation capability, which enables optogenetic stimulation targeting in awake and behaving mice. All responses must be received by May 8, 2026 at 9:00 AM Eastern time and should be submitted electronically to Mr. Michael Falzone, Contracting Officer, at Michael.falzone@nih.gov. Interested parties must provide a technical proposal, cost-price proposal, period of performance, UEI, TIN, and business size certification, with active SAM.gov registration required.

Description
INTRODUCTION
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS
TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL
OR OPEN COMPETITION (INCLUDING BRAND-NAME).
The National Institutes of Health (NIH) intends to negotiate and award a contract without providing for full and open competition (Including brand-name) to:
Pacific Optica 3448 Elings Hall, Bldg. 266 University of California Santa Barbara, CA 93106
NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE
The intended procurement is classified under NAICS code 334516 with a Size Standard 1,000.
REGULATORY AUTHORITY
The resultant contract will include all applicable provisions and clauses in effect through the
Federal Acquisition Circular (FAC) 2005-99-1, July 16, 2018. This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($350,000).
STATUTORY AUTHORITY
This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6- Competition Requirements.
GENERAL INFORMATION
1. Title: Two-photon Mesoscale Imaging System with Holographic Stimulation Capability
2. Background Information: A limiting factor to building computational models of brain systems are the small numbers of cells that can be simultaneously monitored in awake and behaving animals. A recently developed Mesoscale imaging platform, the Dual Independent Enhanced Scan Engine for Large field-of-view Two-Photon imaging (Diesel2p), by Spencer Smith (UCSB), substantially improves imaging access (greater cell numbers) by providing subcellular resolution over a large field-of-view (FOV) of ~25 mm2 (vs. 0.25 mm2 for our current imaging system).
The key advantage of the Diesel2p platform over other systems is holographic 2P stimulation, a technology that the Histed lab employs heavily, which permits the targeting of cells for optogenetic stimulation in awake and behaving mice. Our work is currently conducted with standard 2P imaging systems, those with limited FOVs.
CLOSING STATEMENT
This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include a technical proposal, a cost-price proposal, the period of performance, the Unique Entity ID (UEI), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
All responses must be received by May 8, 2026 at 9:00 AM Eastern time and must reference solicitation number 75N98026Q00275. Responses may be submitted electronically to Mr.
Michael Falzone, Contracting Officer at Michael.falzone@nih.gov. Fax responses will not be http://www.sam.gov/ accepted.
