Transmittal Notice

1. Explanation of Material Transmitted: This policy was developed at a time when few agencies had standing policies or guidelines concerning the use of new and emerging social media outlets and approaches. Since then, a plethora of agency and trans-government policies concerning social media have been implemented (1) on a Federal level, (2) throughout HHS, and (3) within the NIH. They include long-established Federal policies pertaining Privacy and Information Security; Accessibility; Records Management; policies and strategies arising from various digital strategy efforts (e.g., the Digital.gov website); and other resources that work to promote uniformity, enforceability, and compliance. These resources have been accentuated and augmented by formal and informal websites, user groups, committees, and subscription services (i.e., lists) emanating from within NIH and throughout HHS and the wider Federal environment. Many early social media concepts and practices are now well known and commonplace. NIH makes available to agency communicators the agency’s formal social media policy, which includes best practices, applicable regulations, and standard operating procedures, accessible online at http://employees.nih.gov/pages/social-media/.

The issuing offices are therefore rescinding NIH Manual Chapter 2809 since the information contained therein is now covered by other policies and regulations, as well as U.S. Law. There is a wealth of guidance, regulations, and applicable policies designed to help agencies enjoy the benefits of social media while encouraging the establishment of best practices and standard operating procedures.
