About this file
This document contains questions and responses related to a solicitation for specialized and strategic services to support the National Institutes of Health Intramural Research Program. The solicitation seeks to award one indefinite-delivery, indefinite-quantity contract without a small business set-aside, and one to two IDIQ contracts set aside for small business. Services required under the contract include a full range of specialized, strategic, technical and operational support critical to NIH's intramural biomedical and clinical research activities. Task orders issued will be on a firm-fixed-price, time-and-materials, or combination basis. The questions and responses provide clarification around indirect cost treatment, the ability to also receive extramural grants, and certification of resumes.

Location Question Response
1 Question Responses 4
Can the government clarify its answer under Q&A #53 - Are there any extramural opportunities expected to be released under this contract?
If we were to be awarded this contract, does this then prohibit us from receiving extramural funding grants (such as extramural R01s (https://grants.nih.gov/grants/guide/pa-files/PA-19-056.html))?
Future restraints will depend upon the requirements that materialize under this contract. The Government cannot accurately predict what those requirements will be at this time.
2 RFP RFP
Per FAR 15.203 (Requests for proposals): Without the appropriate T&M provisions that could be applicable to any T&M task order, how does the contractor know how the government will consider the proposed rates?
The relevant clauses have been incorporated by reference into this amendment.
3 Question Responses 3
Per RFP (Amend 1) pg 74 and Q&A #28 & 29, can the government please clarify that they are requesting that ODCs and G&A on those ODCs (supplies, travel, vendors, subcontracts) are to be captured as part of the hourly rate of employees.
ODCs and Materials may be separately invoiced at cost as outlined in the contract/RFP and its attachments. Indirect costs associated with providing ODCs and materials must be built into the offerors' fully loaded labor rates.
4 Question Responses 4 We are requesting clarification on question 43 as copied below. Who may certify the resume - offerors or proposed personnel?
The certification may signed by either the signatory on the offer, i.e.
offerors, or the individual covered by the resume, i.e. proposed personnel
