RFQ 75N98020Q00029 Questions and Answers

Answers are in Bold

1. Who is the incumbent?

There is no single vendor for this requirement. There were several different contracts/orders performing pieces of this comprehensive requirement as well as new work.

2. What is the incumbent contract number?

See above.

3. What is the incumbent contract value?

See answer to question 1.

4. What is the incumbent contract period of performance?

See answer to question 1.

5. Technical Quote Instructions are not included. Kindly clarify response requirements.

Please respond with a technical quote that addresses the technical evaluation criteria on pages 23-25 of the solicitation.

6. Without quantities of activities defined it is not possible to determine staffing levels for Tasks 1 and 2. Please provide staffing guidance or government or staffing level expectations for these CLINs

We estimate that tasks 1 and 2 can be handled by the at least 3 onsite staff. Task 4 may require an additional, part-time, graphic designer with some front end design expertise. However, the vendor must respond with what they consider would be the best technical approach to meet customer need.

7. Regarding Task 1 - How many FTEs are performing this function currently?

It is difficult to say. Currently there are several different vendors performing some of these functions across ONC. Some of the sub-tasks outlined in Task 1 are not currently being performed by any vendor or ONC staff member. The idea with this contract is that there will be enough dedicated staff to liaison and plan with offices as well as making sure there is a way of reporting and monitoring rollouts. ONC understands there will be some “ramp-up”.

8. Regarding Task 2 - How many FTEs are performing this function currently?

Again, this is difficult to say; however, 508 remediation is about 10 hours a week. The other work is distributed between vendors and ONC staff. However, the vendor must respond with what they consider would be the best technical approach to meet customer need.

9. On page three of the RFP, ONC states its need for three staff onsite. Does ONC anticipate that the combined Task 1 and Task 2 activities equal three FTEs, and, if yes, is there a split between which task has two staff and which has one? If ONC anticipates that the third staff person sit on site is from Task 3 or 4, is the intent that all work (even part-time/temporary) be onsite when federal government resumes in person working? Please clarify.

ONC anticipates that 3 onsite staff should be able to cover tasks 1, 2 and several of the subtasks in task 3. However, the vendor must respond with what they consider would be the best technical approach to meet customer need. Most of what falls under task 3 would likely be part of communications materials and rollouts. Most ONC communications involve some kind of website update. ONC does not anticipate the vendor any kind of front-end development other than maybe providing CSS for design elements.

10. For Web content, what CMS does ONC use? Does ONC anticipate the contractor will post content to the CMS? If so, is there an ongoing need for a more specialized web developer on the contractor team?

ONC uses several different CMS’s for its websites and primarily uses Drupal and Wordpress. There are a couple sites that are compiled using ruby on rails. As mentioned in question 9, there will not be a need for fronted development from the vendor other than supplying CSS for design elements to our developers.

11. Can the solicitation due date be extended?

HHS is not looking to extend the due date at this time.
