About this file

This document is an Amendment to a Request for Proposals (RFP) from the National Institutes of Health, National Institute of Child Health and Human Development (NICHD), with solicitation number 75N96025R00004. The amendment extends the proposal submission deadline to Friday, December 5, 2025 at 4:30 PM EST due to the ongoing Government shutdown, which has made government personnel unavailable to respond to questions. A future solicitation amendment will be issued after the shutdown ends to provide answers to received questions, potentially resulting in another extension.

The amendment provides clarification on proposal submission requirements, specifically noting that proposals must be prepared in two separate parts: a Technical Proposal and a Business Proposal. It also details requirements for Past Performance documentation, including instructions for submitting Contractor Performance Assessment Rating System (CPARS) evaluations or Past Performance Questionnaires (PPQs). The period of performance for the contract is set from 06/01/2026 to 05/31/2027, and the point of contact for submissions is Jason Williams, who can be reached at jason.williams2@nih.gov.

AMENDMENT 1

RFP 75N96025R00004

AS OF THE EFFECTIVE DATE OF THIS AMENDMENT THE FOLLOWING ITEMS ARE ADDED

AND/OR REVISED:

SECTION L – INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS:

ARTICLE L.4. PROPOSAL SUBMITTAL REQUIREMENTS (page 76 of RFP)

The following introductory language is added, for further clarification:

Separation of Technical and Business Proposals

The proposal must be prepared in two parts: a "Technical Proposal" and a "Business Proposal." Each of the parts shall be separate and complete in itself so that evaluation of one may be accomplished independently of, and concurrently with, evaluation of the other. (See Sub-articles L.4.A. “Business Proposal” [page 76 of RFP] and L.4.B.”Technical Proposal” [page 88 of RFP] for instructions for each).

SUBARTICLE L.4.B.2. Technical Proposals, Technical Factors, Factor 6 Past Performance

The following Point of Contact information is corrected as follows in Sub-Article L.4.B.2. “Technical Factors”, Factor 6 Past Performance: [page 98 of RFP]

(6) Factor 6, Past Performance:

(i) Solicitation Submittal Requirements: Submit a completed CPARS evaluation for each project submitted under Factor 1, Experience. If there is not a completed CPARS evaluation, the Past Performance Questionnaire (PPQ) included in the solicitation is provided for the offeror or its team members to submit to the client for each contract the offeror includes in its proposal for Factor 1 – Corporate Experience. AN OFFEROR SHALL NOT SUBMIT A PPQ WHEN A

COMPLETED CPARS IS AVAILABLE.

IF A CPARS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your proposal. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ (Attachment 9), which will provide contract and client information for the respective contract(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government's point of contact, Jason Williams [changed from Megan Bang], via email at jason.williams2@nih.gov prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.

AMENDMENT 1

RFP 75N96025R00004

Also include performance recognition documents received within the last 5 (five) years such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition. For performance recognition documents to be considered under this factor, they are required to be dated and contain the signature and position of the individual signing. Further, performance recognition documents solicited especially for the purposes of this factor may be considered less favorably than documents contemporaneously received for the work performed.

In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Contractor Performance Assessment Rating System (CPARS) using all CAGE/UEI numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the offeror.

While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.

A copy of the blank Past Performance Questionnaire to be used for requesting client references is included as Attachment 9.

The definition of a recent. relevant project is a contract that has been completed in the past five (5) years with services similar to those described in the attached statement of work.
